According to AASHTO (1985), pavement management is defined as The effective and efficient directing of the various activities involved in providing and sustaining pavements in a condition acceptable to the travelling public at the least life cycle cost . Pavement 

The necessity for pavement management led to the development of the pavement management system (PMSJ. PMS is a tool to aid pavement management. It may be seen as the process of managing the activities involved in pavement management in a systematic and coordinated way. 

According to AASHTO (1993), PMS is defined as a set of tools or methods that assist decision makers in finding optimum strategies for providing, evaluating and maintaining pavements in a serviceable condition over a period of time . 

Apart from PMS, the term pavement management program (PMP) is also used by some agencies. PMP has the same structure and is similar to PMS but the financial aspect at the stage of selection and programming of works is perhaps considered to be of greater extent (budget predictions, source allocation, etc.). 

In general, pavement management aims to manage pavement maintenance and rehabilitation in the most cost-effective way. This is achieved using a combination of low-cost treatments on pavements in good condition and more costly treatments on heavily distressed pavements.

The term definitive method is applied to an analytical or measurement method that has a valid and well described theoretical foundation, is based on sound theoretical principles ( first principles ), and has been experimentally demonstrated to have negligible systematic errors and a high level of precision. In rubber testing, the surface finish of metals is of importance, for example on mould surfaces and compression set plates. There are a number of standards in the ISO Geometric Product Specification series but the most relevant is ISO 428729 which covers terms, definitions and surface texture parameters relating to the profile method of measuring surface finish. There are apparently over 1000 different parameters to characterize surface finish30 but only a few are generally encountered. The most commonly found is Ra (previously called CLA) which is the mean deviation of the surface profile above and below the center line, followed by Rz, a measure of the peak to valley height. For example, the arithmetic mean deviation (Ra) of the compression plates for compression set tests must be better than 0.2 m.

It is not surprising that a reasonable place to begin the search for a claim s meaning is the context of the claim itself. Although claims will not often define the terms they include, those term definitions maybe clarified or at least somewhat delineated when put into the context of the rest of the claim language or more broadly, in the language of one or more of the additional claims in the patent.
