Technical Assistance Act

Clean Air Act (CAA) was first passed in 1955 as the Air Pollution Control, Research and Technical Assistance Act and amended in 1963 to become the CAA. A more significant statute was passed in 1970 and amended in 1977 and 1990. It provides EPA authority to regulate air pollutants from a wide variety of sources including automobiles, electric power plants, chemical plants, and other industrial sources. 

In 1953 the Public Health Service in cooperation with state and local departments in air-pollution control agencies set up air sampling stations in 17 communities. The Federal Air Pollution Research and Technical Assistance Act (Public Law 159, 84th Congress) became effective in June, 1955. The network expanded to become national in 1957, at which time about 110 urban and 51 non-urban stations in the 50 states, the District of Columbia, and the Commonwealth of Puerto Rico were operated on a continuing basis. Currently, the National Air Surveillance Network (NASN) includes some 270 stations (10% of which are non-urban) where particulate matter is collected on glass-fiber filters and TSP is deter-... 

Operating under contract to EPA, the TCSA Hotline provides technical assistance and information about programs under the Toxic Substances Control Act (TSCA), including the Asbestos School Hazard Abatement Act (ASHAA), the Asbestos Hazard Emergency Response Act (AHERA), and the Lead Exposure Reduction Act. Hours 8 30 a.m. - 5 00 p.m. EST weekdays. 

This act authorizes the USEPA to issue annual grants to assist states in implementing their USEPA-approved nonpoint source management programs. The funds are used by states for public education and outreach, technical assistance, and specific project support to prevent or reduce nonpoint source pollution at the watershed level. The funding for these grant funds was approximately 237 million for fiscal year 2004. 

The act stipulates that it shall be the policy of the United States to cooperate with and provide technical assistance to nonnuclear weapon states in the field of spent fuel storage and disposal. 

The Pollution Prevention Act was passed to encourage waste minimization and reduction of pollution at the source, through more efficient processing and raw materials use. The EPA was authorized to promote source reduction and recycling through grants, technical assistance, and dissemination of information. 

House Report 105-825, the Conference Report Accompanying Department of Justice (DOJ) Fiscal Year 1999 Appropriations Act, provided more than 100 million to the Office of Justice Programs. This money is to be used to buy equipment, conduct training, provide technical assistance, and fund research and development. This appropriation provides for the equipment and training required by first responders, fire and emergency services and law enforcement, for a WMD incident.

DISSEMINATION OF INFORMATION—Such grants and contracts, among other uses, may be designed to ensure wide dissemination of information about the rights and duties established by this Act and to provide information and technical assistance about techniques for effective compliance with this Act.
