Uses. High fmctose symp is used as a partial or complete replacement for sucrose or invert sugar in food appHcations to provide sweetness, flavor enhancement, fermentables, or humectant properties. It is used in beverages, baking, confections, processed foods, dairy products, and other apphcations. Worldwide HES production in the 1994—1995 fiscal year was estimated at about 8.6 x 10 t (dry basis) (18). About 75% of total world production is in the United States. 

Economic Aspects. Prices of com symp since 1975 are hsted in Table 3. Production capacity, demand, and com prices affect com symp price. U.S. symp production for the 1994—1995 fiscal year was estimated at 2.9 x 10 t (dry basis) (15).

More than 18 separate federal agencies funded chemical engineering research in FY 1985, the most recent fiscal year for which actual expenditure data are available for all government agencies (Table A.l). Their support to all performers of chemical engineering research—academic, private, and federal—exceeded 254 million. Much of this funding, though, was for research in federal and private laboratories.

Results from a pilot plant run by Toshiba, which recycles waste thermoplastics into fuel oil, have been sufficiently successful for the company to plan to launch commercial operations in the second half of the fiscal year, commencing in April, it is reported. Different pressures and temperatures during processing release oils with different compositions, and include heavy oil, kerosene and gasoline. Mixed waste can be processed without generating harmful gases, it is claimed. 

As shown in Figure 5.2, the Government budget accounted for 53% of the Administration s budget in the fiscal year 1994/95. This was reduced to 22% in 1997/98, and by 1999 the TGA was financed entirely by the fees and charges it levied for its services. Under the present fee system, the fee schedules are reviewed annually in consultation with the industry.

The FCCSET Committee on Industry and Technology, which I chaired, undertook to inventory what the Federal Government was doing in a variety of critical technology areas. Materials science is obviously one of these areas. In fiscal year 1991—1992 the Federal Government funded 1.66 billion in materials R D. That figure has remained fairly constant since approximately 1976. Materials now account for about 2.3% of the federal R D expenditures.

United States has a total value of about 15,000,000. In 1948, 35,000,000 pounds were produced of one insecticide alone—DDT (9). There are about 25,000 plant diseases in the United States, including 10,000 of economic importance, and these cost the nation about 4,000,000,000 a year. The annual wholesale value of all agricultural chemicals in the United States is about 185,000,000. The Bureau of Chemistry of the State Department of Agriculture in California reported during the fiscal year 1946-47 the registration of 7717 economic poisons.

In fiscal year 1995, 1.9 million people were admitted to publicly funded treatment facilities. 

In the last fiscal year the DEA laboratories, under the direction of 120 professional chemists, analyzed 45,000 separate exhibits of drug evidence. In addition, they stand ready to offer assistance to any duly authorized law enforcement agency, at home or abroad, in laboratory planning, evidence handling, drug analysis, or court testimony at no cost to requesting agency.

In 1995 the Clinton Administration proposed placing the federally-owned Elk Hills Naval Petroleum Reserve on the market as part of its efforts to reduce the size of government and return inherently non-fed-eral functions to the private sector. In 1996, the Congress passed and the President signed the Defense Authorization Act for Fiscal Year 1996 containing authorization to proceed with the sale. In 1998 the Department of Energy sold Elk Hills to Occidental Petroleum for 3.65 Billion.
