None of the interstate air quality control regions operates as a unif 1 air pollution control agency. Their control functions are all exercised, their separate intrastate components.

There has been extensive recent rethinking of the role of fees and fines as means of influencing industrial decision making with regard to investment in pollution control equipment and pollution-free processes. The practice of smudging is still carried out in many areas to protect orchards from frost. Petroleum products are burned in pots, producing both heat and smoke. Since the heat is the desirable product, smokeless heaters with return ducts to reburn the smoke are required by most air pollution control agencies. Some control agencies have passed regulations limiting the smoke to 0.5 or 1.0 gm per minute per burner.

Instruments based on differential ultraviolet absorption still need to be evaluated, and possibly modified, before their acceptance for monitoring ozone in polluted atmospheres on a nationwide scale. The California Air Resources Board and other air pollution control agencies are evaluating ultraviolet absorption with both chemiluminescence and potassium iodide instruments. 

A report by the National Academy of Sciences Gxirdinating Committee on Air Quality Studies to the U.S. Senate concluded that available air monitoring data do not allow conclusions to be drawn about photochemical oxidant trends on a nation-wide basis. This report relied heavily on California data to illustrate trends, because so much information was available for that region. Maximal 1-h concentrations in the New Jersey cities of Bayonne and Newark were compared for 4-yr periods between 1%6 and 1973. These two cities exhibited 24% and 46% decreases, respectively. Emphasis was placed on differences in calibration procedure in various jurisdictions of air pollution control agencies. It is indicated that trend analysis for each station is still valid, despite the differences in calibration procedure. But values from different places must be compared cautiously.

Second, information was gathered through contacts with EPA Regional, State, and local air pollution control agencies. Copies of emission test results were requested and analyzed to determine the effect of burning tires either as the sole fuel or as a supplemental fuel. Permit applications and permits were reviewed to determine the processes using tires, the control techniques used, the limits set, and the permit conditions under which the permits were approved. Trade associations provided information on companies burning tires, and other available information. 

Data obtained from the site visits were analyzed and detailed trip reports were written and reviewed by each affected company to verify technical data and remove confidential business information. The data from the trip reports, along with data from the literature search and air pollution control agencies, were compiled, summarized, and analyzed. These data were used as the basis of this report. 

When reviewing plans for such an installation, the local air-pollution-control agency knows from experience that in order to meet emission standards, the afterburner must operate at 1300 to 1500°F, that the residence time in the vessel must be 0.3 to 0.5 s, and that the velocity within it must be 20 to 40 ft/s.
