Health based values and what is technically feasible. Recent discourse on the OELs that are used in practice in the coimtries of the EU, goes to some lengths to be clear that they do not represent safe levels of exposure for all workers, nor is it intended that they should set a limit below which it is unnecessary or undesirable to reduce exposures fiirther. The Scientific Committee on Occupational Exposure Limits (SCOEL) is quite clear about this, stating for example ... [Pg.25]

The European Commission is advised about OELs by the Scientific Committee on Occupational Exposure Limits (SCOEL) [83]. As a result legally binding as well as indicative OELs (as an indication of what should be achieved) are laid down in European Directives. Each Member State in the European Union establishes then-own national OELs, based on the European Directives. The corresponding national lists usually include more substances than the Directive. National OELs can again be legally binding or indicative limits. [Pg.575]

Directive. Member States are obliged to introduce an occupational exposure limit for these substances in accordance with national legislation and practice that takes the lOELV into account. lOELVs are based on recommendations by the European Commission s Scientific Committee on Occupational Exposure Eimits (SCOEL). These European limits are incorporated into the list of WEE standards. [Pg.509]

This Report is one of the series developed under the auspices of Scientific Committee 46, a scientific program area committee of the National Council on Radiation Protection and Measurements (NCRP) concerned with operational radiation safety. The Report provides practical recommendations on the use of personal monitors to estimate effective dose equivalent (Hg) and effective dose (E) for occupationally-exposed individuals. The Report is limited to external exposures to low-LET radiation. Recent additions to the radiation protection literature have made the recommendations possible. In order to avoid delay in utilizing the recommendations in the United States, the quantity as well as E, has been included until such time as the federal radiation protection guidance and associated implementing regulations are revised to express dose limits in E as recommended by the NCRP. [Pg.67]

The National Institute of Occupational Safety and Health (Istituto Superiore per la Prevenzione e la Sicurezza del Lavoro - ISPESL). The Institute is one of the technical-scientific bodies of the National Health Sa ce under the Ministry of Health and it operates on all occupational safety and health matters. In addition to the role of the National Advisory Committee on Toxicology in this reject (see below), the task of proposing exposure limits is addressed by ISPESL, which relies on recommendations by the ILO or EC directives that adxlress occupational exposure to carcinogens and other hazardous chemicals in the workplace. [Pg.271]

The OELs are the products of a compromise reached after considering health, administrative, political and economic issues. There is a two tier system in place to set OELs, comprising a scientific advisory committee and a second level in the form of the National Council for Health and Safety at Work (SYAE) in which stakeholder interests are able to take account of these issues. Negotiations take place within SYAE. SYAE deliberates on all matters pertaining to occupational health and safety and is effectively an institutionalised forum for national consultation 17 bodies are represented on the Council. [Pg.88]
