A properly designed and implemented site-speeifie HASP provides the basis for proteetion of workers, visitors, and the publie. The HASP is a requirement at all HAZWOPER sites [1] and will likely soon beeome a requirement at all sites. However, before we begin development of the HASP there is a lot of work to do. The following diseussion will outline the diflferenees between a health and safety program and a HASP doeument. 

The development of any program must take into consideration the maintenance tasks that need be carried out and the resources available, thereby ensuring that product quality and personnel safety standards are met. It follows that operational demands, whether they be from a service utility installation, a production line, a mainframe computer or an office environment, will play a major part in reaching the decision as to what type of maintenance program requires implementation. 

All employers are required to develop, implement, and maintain at the workplace a written hazard communication program. The program must include the following components (1) a list of hazardous chemicals in the workplace, (2) the methods the employer will use to inform employees of the hazards associated with these chemicals, and (3) a description of how the labeling, material safety data sheet (MSDS), and employee training requirements will be met.
