Safety emergency plans

Many plants have introduced shutdown safety as a special topic for the pre-outage training of staff. This training should also cover risk during the outage, radiation protection, fire protection, industrial safety emergency planning, radioactive treatment and decontamination. 

Audit (Process Safety Audit) An inspection of a plant or process unit, drawings, procedures, emergency plans, and/or management systems, etc., usually by an independent, impartial team. 

Besides lead, there may be a variety of other substances that a worker may be exposed to. Earlier in this chapter we mentioned the possibility of mobile laboratories. If your site does have a mobile lab, there are a variety of other regulations that should be considered. Of course, hazard communication comes into play. A typical laboratory can have volumes of material safety data sheets in its libraries. Besides hazard communication, you should determine whether a chemical hygiene plan is a requirement. In addition, we need to consider how the laboratory might affect the site emergency plan.

Emergency planning. Businesses that produce, use, or store hazardous substances must (a) submit material safety data sheets or the equivalent and (b) file annual inventory report forms to the appropriate local emergency planning commission. Those handling extremely hazardous substances are also required to submit a one-time notice to the state emergency response commission.
