Rules and procedures

The first approach - quality through NDT laboratory accreditation - is widely used both in Western and Eastern Europe and is realized on rules and procedures specified in the EN 45000 series and EAL -G15 Accreditation for Non-Destructive Testing Laboratories . 

The main purposes of the System of accreditation is to ensure reproducibility of measurements, harmonisation of rules and procedures of the National system of accreditation with guidelines of international organizations and national systems of different countries, creation of conditions for mutual recognition of the results of testing, calibration, attestation. 

Each plant or laboratory should adopt definite rules and procedures for electrical iastahations and work. Rules and Procedures Are Not Seen to Apply to the Individuals or the Situation in Question.

I.I. The Traditional Safety Engineering (TSE) View The traditional safety engineering view is the most commonly held of these models in the CPI (and most other industries). As discussed in Chapter 1, this view assumes that human error is primarily controllable by the individual, in that people can choose to behave safely or otherwise. Unsafe behavior is assumed to be due to carelessness, negligence, and to the deliberate breaking of operating rules and procedures designed to protect the individual and the system from known risks.
