Rule revision

On July 18, 2000, the Agency released HWIR-waste exemption levels for 36 chemicals that were developed using a risk model known as the Multimedia, Multi-pathway and Multi-receptor Risk Assessment (3MRA) Model.17 The May 16, 2001, HWIR-waste rule revised and retained the hazardous waste mixture and derived-from rules as previously discussed in this module. In addition, the rule finalized provisions that conditionally exempt mixed waste (waste that is both radioactive and hazardous), if the mixed waste meets certain conditions in the rule.5...

Although deadlines for compliance may be a couple years out, get a jump on knowing all you can about OSHA s final hazard communication rule revisions. Look for how OSHA Hazcom and REACH intersect. 

Section 1904.7(b)(4)(i) provides that a work-related injury or illness must be recorded on the OSHA Log as restricted work activity if the employer assigns restricted work, or a physician or other licensed health care professional recommends restricted work. The preamble to the January 19, 2001, final rule revising OSHA s recordkeeping regulation states that employers must follow the recommendation of a physician or licensed health care professional. Under OSHA s recordkeeping system, an employee does not make the determination as to whether the physician s recommendation affects the employee s routine job functions and therefore is restricted work activity. ... 

OSHA discussed the issue of therapeutic exercise in the preamble to the final rule revising OSHA s injury and illness recordkeeping regulation. OSHA stated that it considers therapeutic exercise as a form of physical therapy and intentionally did not include it on the list of first aid treatments in Section 1904.7(b)(5)(ii). Section 1904. 7(b)(5)(ii)(M) states that physical therapy or chiropractic treatment are considered medical treatment for OSHA recordkeeping purposes and are not considered first aid. Section 1904.7(b)(5)(iii) goes on to state that the treatments included in Section 1904. 7(b)(5)(ii) is a comprehensive list of first aid treatments. Any treatment not included on this list is not considered first aid for OSHA recordkeeping purposes. 

Record keeping rule revised to improve the system that employers use to track and record workplace injuries and illnesses. 

According to a recent rule revision the numbering of each interior atom is now related to its lowest numbered peripheral neighbour atom by a superscript denoting the number of bonds between the two atoms. In 1923. Lewis published a classic book (later reprinted by Dover Publications) titled Valence and the Structure of Atoms and Molecules. Here, in Lewis s characteristically lucid style, we find many of the basic principles of covalent bonding discussed in this chapter. Included are electron-dot structures, the octet rule, and the concept of electronegativity. Here too is the Lewis definition of acids and bases (Chapter 15). That same year, Lewis published with Merle Randall a text called Thermodynamics and the Free Energy of Chemical Substances. Today, a revised edition of that text is still used in graduate courses in chemistry. 

No single factor can be identified as determining the outcome of radical addition. Nonetheless, there is a requirement for a set of simple guidelines to allow qualitative prediction. This need was recognized by Tedder and Walton,2 17 Beckwith ei ah, Giese. and, most recently, Fischer and Radom.4 With the current state of knowledge, any such rules must be partly empirical and, therefore, it is to be expected that they may have to be revised from time to time as more results become available and further theoretical studies are carried out. 1 lowever, this does not diminish their usefulness.
