Other seasoned employees. Since these at-risk behaviors are not followed by a near miss or injury, they remain unpunished, and the at-risk behavior persists until an injury occurs [2], 

The challenge in achieving a total safety culture is to convince everyone to have the responsibility to intervene for safety. A social norm or expectancy must be established in everyone to share equally in the responsibility to keep everyone safe. Through training, employees learn how to translate principles and rules into specific behaviors. If people are motivated to maximize positive consequences and minimize negative consequences, actively caring behavior will only occur if perceived rewards outweigh perceived costs [2].

When risk-averse consumers perceive risk, they will exhibit risk management behavior (behavior that decreases risk exposure). However, when riskseeking consumers perceive risk, they will exhibit risky behavior or seek out ways to increase their risk (because of the corresponding payoff). The interaction between risk attitude and risk perception represents how one intends to cope with risks in the channel combined with the risks their actions generate. 

We can only marvel that such lifestyles ever arose and are successfully maintained. One significant factor in their continuation is that a large portion of caterpillars survive once they reach the nests of appropriate ants. Healthy preschool children have rich fantasy lives and do not have the ability to understand that real people do not bounce back to life like cartoon characters. Healthy adolescents believe nothing bad will happen to them if they engage in risky behaviors. 

Insurance companies have developed several strategies to cope with the information difficulties that lead to moral hazard and adverse selection. They use deductibles and copayments to reduce moral hazard. If cusfomers musf pay some of fhe damage cosfs themselves when accidents occur, they are less likely to engage in unanticipated risky behavior. Some firms also use experience rafing (i.e., raising rates if a claim is made) to reduce moral hazard. Experience rating penalizes cautious clients who still suffer accidents, but insurance firms cannot economically differentiate those careful policyholders from morally hazardous ones. 

Use of GHB can impair judgment and cause shortterm (retrograde) amnesia, increasing the possibility for risky behavior and sexual assault. It also impairs ability to drive, increasing the risk for a car accident. If use is long term, the abuser risks unknown health consequences and, if use is discontinued, the abuser is subject to potential withdrawal illness. 

States, and treatment may reduce potential transmission. However, data are limited when evaluating the role of HCV therapy in patients with active illicit drug use who are not in a drug treatment program. Use of substance abuse programs such as methadone treatment centers should be encouraged to help reduce risky behaviors. 

However, delaying the age of initiation of drug use may also reduce the unintended harm that can result from drug use, such as overdoses, accidents, and risky behavior. There is some data on these areas that will be discussed under Target 12.

Some would argue that the relation between decreased track maintenance and increases in accident rates was particularly troubling in that die risky behavior (decreased track maintenance) is not easily knowable to the shippers, so the increased risk is not immediately apparent to the shippers. Only through the experience of loss and/or delay of shipments do shippers become aware of the problem (Savage, 1998). 

Rules for safe behavior and penalties for their violation should be widely publicized, in advance, to make everyone aware of them. If people know that negligent or deliberately risky behavior in laboratories or breaches in security will have no consequences, they will have little incentive to change their habits.
