Responsible persons safety advisers

Workplace inspections are undertaken with the aim of identifying risks and promoting remedial action. Many different individuals and groups within an organisation will - at some time - be involved in a workplace inspection directors, line managers, safety adviser, supervisors and safety representatives. The key aspect is that results of all such inspections should be co-ordinated by one person within the factory, whose responsibility should include (a) monitoring action taken once the risk has been notified, and (b) informing those persons who reported the risk as to what action has been taken. 

The safety and health manager, Roberta Jones, upon notification by the responsible supervisor, will advise outside contractors in person of any chemical hazards that may be encountered in the normal course of their work on the premises, the labeling system in use, the protective measures to be taken, and the safe handling procedures to be used. In addition, Roberta Jones will notify these individuals of the location and availability of MSDSs. Each contractor bringing chemicals onsite must provide us with the appropriate hazard information on these substances, including the labels used and the precautionary measures to be taken in working with these chemicals.

The names, roles and responsibilities of the competent persons, e.g. safety adviser, fire wardens, first aiders, etc. 

Safe handling practices are essential at all stages of production, from the laboratory to the manufacturing operations. The safety committee should inspect and advise on processing equipment and be responsible for providing personal protection, eye wash fountains, safety showers, etc. 

In conducting a search of records, EPA has indicated that a person required to report may limit such search to records in the location(s) where the required information is typically kept with inquiry to those employees who are responsible for keeping such records or advising on the health and safety aspects of chemicals. Persons are not required to search for reportable information dated prior to January 1, 1977, the effective data of TSCA, unless specifically directed to do so. ... 

This clause specifies requirements for the management and technical activities during the overall, E/E/PEs, and software safety lifecycle phases. It is also to specify the responsibilities of the persons, departments, and organizations responsible for each overall, E/E/PE system and software safety lifecycle phase or for activities within each phase. Basic requirements/issues shall include but are not limited to those listed below. It is advisable to refer associated clause (6) of 61508-1 Latest revision (2010) to note the changes with respect to previous revisions. 

It is important that any competent person employed to help with health and safety has evidence of relevant knowledge, skills and experience for the tasks involved. The appointment of a competent person as an adviser to an employer does not absolve the employer from his responsibilities under the Health and Safety at Work Act and other relevant statutory provision. 

The study was based on reviews of documents and data made available by the main stakeholders, and on 30 in-depth interviews with key personal representing all parties and their safety experts. These data was supplemented by three case studies of specific installations. The analyses have been based on qualitative approaches to the study of documents, interviews and cases. In addition, the findings discussed in this chapter will draw heavily on information received when the author was an adviser for NPD in their development of new regulations. An information source added specially for this article, are the written responses from the main stakeholders in the hearing of the draft for new safety regulations.
