While these three recommendations may appear to be somewhat radical, organizations such as DARPA have used these techniques to very effectively move technology rapidly into the hands of those who need it most. Why not have a leucodye, i.e., a colorless precursor of a dye present in the wax layer, and moisten the receiver sheet with an alcoholic solution of an oxidant For a variety of reasons, the preferred oxidant was chlor-anil (tetrachlorobenzophenone), an inexpensive, colorless, and effective material (Scheme 4.6). Unfortunately, this compound also gave rise to hydrochloric acid... 

In retrospect, this was another one of Upson s devious activities. The four-color Dylux, which the marketing people liked, offered a quick, and inexpensive four-color overlay system, which could have competed effectively with 3M s color overlay systems. The sensitometry, which we had developed, showed remarkable consistency only the black required a bit longer exposure to bring the color to full density. This was established by Dr. E. E. Grubb, of Photo Products, who had been asked to establish the performance of these films. The cyan was an excellent color match, and the red and yellows could be tuned close to the lithographic standards. Another company, with a more open-minded research management would no doubt have made a product out of all that.

Professor M. N. G. Dukes is a physician and international lawyer who has worked in pharmaceutical research management, pubhc health, and development aid. He is currently External Professor of Drug Pohcy Studies at the University of Oslo, Norway. 

Once captured, data need to be managed effectively to preserve them for further analysis and research. Given the capacity of modem hard drives, it is now possible to keep many years of data online. Copying data to an off-site location is also becoming more common. A program of research has been supported for several years by the United Kingdom Health Safety Executive (HSE) to address the effects of sociotechnical factors on risk in the CPI.
