Quality assurance services

Consideration should be given to the supporting services needed by the plant management to meet the recommendations of IAEA Safety Series No. 50-C/SG-Q Quality Assurance for Safety in Nuclear Power Plants and Other Nuclear Installations [8]. 

The following activities should be undertaken in order to assist the plant management in obtaining uniformity of safety standards  

For an operating organization which controls more than one nuclear power plant, these activities may be performed by centrahzed services.

Every production and every control shall be performed according to effective instructions and directions and if necessary, brought to the attention of the quality assurance service. Copies shall be made of the instructions in such a manner as to avoid any transcription error. 

Specifications, approved by the quality assurance service, shall be prepared for the starting materials. 

The starting materials received shall be controlled as to their agreement with the order, correct labeling and good condition of the containers. They will be placed in quarantine and samples will be taken under the responsibility of the quality assurance service. The quarantined material shall be designated as such by its isolation in a specified area or room, by a special label or by other equivalent measures. 

The packaging material can only be used after having been examined and released by the quality assurance service if it conforms to the specifications.

The quality assurance service shall draw attention to the quality aspects to be observed during production and shall be consulted concerning the instructions and their modifications as well as directions which are not issued by it. 

The quality assurance service shall have a control laboratory at its dipsosal. It shall be under the responsibility of a qualified specialist. 

A computer may be used for the preparation of the reports of the analysis and release or rejection of a product, in that case, the systems shall be validated by specialists and under the supervision of the quality assurance service. 

All complaints concerning product quality shall be examined in cooperation with the quality assurance service. If they prove to be well-founded, it is advisable to take the appropriate measures (recall, correction or destruction of the defective lots). 

The Centre has been given the mandate to assist Member Countries and their institutions to fulfill requirements to support the development and implementation of international standards/agreements relevant to food safety and control. The final element which regulations address is quality. Safety and fitness for purpose, as discussed above, are two of the characteristics that you would associate with a quality product. However, these characteristics alone would not describe a quality product. For any product or service to be considered quality you would also expect it to be reliable and consistent. Additionally in the context of medical products, quality means a requirement to demonstrate conformance to agreed specifications or applicable standards for content, purity and stability.
