Approved in 1981 as a table top sweetener and for dry foods, aspartame was permitted in carbonated soft drinks in 1983, and in 1996 its approval was extended to all foods and beverages. There has been controversy over the role a Public Board of Inquiry played in the approval process, but this has been discounted in reports by the American Medical Association (Council of Scientific Affairs, 1985) and Stegink (1987). Reports of adverse reactions began almost immediately after approval in the 1980s, and by mid-1984 more than 600 complaints had been received by the FDA. Reports of adverse reactions peaked in 1985, when over 1,500 complaints were received by ARMS, and have been declining since then. As of June 2000, ARMS had received a total of 7,335 complaints about aspartame, with 47% of complaints linked to diet soft drinks, followed by 27% of complaints attributed to table top sweeteners. All other product categories were mentioned in fewer than 10% of complaints.

Publication Board (PB) Reports. This collection originally contained captured German and Japanese scientific reports and German patents which were acquired between 1946 and 1949. The collection now includes unclassified technical reports of the Army, Navy, Air Force, and their contractors. National Bureau of Standards, Maritime Administration, Federal Aviation Agency, Bureau of Mines, Department of Health, Education, and Welfare, and the National Aeronautics and Space Administration.

The ready availability of sufficient and suitable source material is a very important requirement. While some libraries have available on their shelves only the abstract journals and the main reference sources and rely on public and other outside libraries for other publications, yet it would appear that this procedure would be very costly in time of personnel. Typing facilities are not available at most public libraiies and it is necessary to write in longhand the data required often, on checking the information later, it may be necessary to make another trip to the library to supplement the data first obtained. Consequently, it has been the aim to have available in The Texas Co. libraries not only all the main abstract journals, American, British, French, and German, reference works, and encyclopedias, but also practically all texts relating to the particular fields of interest of The Texas Co. In the main libraiy prints of reels 1 through 305 of the Technical Oil Mission reports and a collection of reports of the Publication Board, BIOS, FIAT, etc., are retained in loose-leaf binders.

Government Reports. The Office of Technical Services of the Department of Commerce has reports from the Office of the Publication Board (OPB), British Intelligence Objectives Subcommittee (BIOS), Combined Intelligence Objectives Subcommittee (CIOS), and Field Information Agency, Technical (FIAT). A file and index of these reports form a valuable addition to any research library. Discretion is required in using this information, and it must be realized that there have been many advances since these reports were written. In spite of this, much information of value can be obtained from these sources.
