We cannot hope to change the press or the politicians, but we can educate the public. Risk managers should develop public policies in advance of the next crisis. No one in the public realm wishes to subject the public to unnecessary risk. But a small risk with a large benefit may be quite acceptable to the public, if the public is effectively presented with all the data. This emphasizes the need for effective public communication.

Aooording to the Research Initiative Committee and the Public Communications Committee of the Endocrine Society, [l]nfertility is the inability of a sexually active couple, who is not using any contraception, to achieve pregnancy in one year, the time in which 90% of couples succeed. In the case of male infertility, it generally is caused by the quality and/or quantity of the sperm produced. In the case of female infertility, however, it may be caused by several factors, such as the inability to produce an egg, to ovulate, for fertilization to occur, and for implantation of the fertilized ovum in the uterus. Several of the commercially available gonadotropins can help in enhancing both male and female fertility and are discussed below. 

We believe, however, that the risks of these techniques become increasingly uncertain as we move from the relatively well contained setting of laboratory scientific research into situations in which the products of biotechnology will have full contact with society and the environment. In view of the current uncertainty, EPA, other Federal agencies, and many in the scientific, industrial and public communities believe that some regulatory oversight is appropriate. Competitive materials and technologies such as plastics for packaging and electronic publications/communications are encroaching on traditional markets for paper products. These are not realistically expected to replace paper but will curtail the growth in view of the expected paperless society in the future. 

Most of the cooperative programs are able to work out acceptable arrangements for dealing with financing, publication, communication, patent ownership, faculty roles, and many of the other features that caused much initial controversy. Intellectual property and licensing agreements continue to be a source of much difficulty, however. 

Public communications fall into two broad categories. First, the public has to be informed about the industrial process itself, and—in general terms— what risks it poses to the community. The second type of communication with the public concerns the public s involvement in emergency response. Were the worst to happen, and there were to be a serious incident (either a fire or release of toxic materials), the correct response of people living in the neighborhood could easily be a matter of life or death. Community emergency notification, warning, and response issues should be addressed as part of the risk communication process. 

Communication training is provided for personnel with employee and public communications responsibilities concerning company issues.
