The U.S. Army Corps of Engineers requires contractors who perform construction work for the federal government to prepare a safety and occupational health plan (SOH). The client has specific duties under the CDM Regulations, one of which is to appoint a planning supervisor and a principal contractor. The client must be reasonably satisfied with the competence of these appointees and with the adequacy of resources allocated by the appointees to perform their duties. The client must provide health and safety information about the project, not permit construction work to start until an adequate construction health and safety plan is available, and hold the health and safety file and make it available to others. The client must also issue a notification of the project using Form FIO. 

This comparison study started with a literature review. First, searching all technical and safety requirements for trench opening activity. A pre-start meeting should be held by the principal contractor with each contractor to review their plan, and the overall site Safety Plan, in advance of commencement of work on site. The meeting can also be used to explain the principal contractor s role in safety, health and environmental management, together with any specific requirements related to the particular project. A follow-up meeting may be required. 

Regulation 15 sets out the specific requirements for the Health and Safety Plan. This is to be prepared by the appointed Planning Supervisor so as to contain the required information and be available for provision to any contractor before arrangements are made for the contractor to carry out or manage construction work on the project.
