Planning supervisors

The progress of large shutdowns will be evaluated daily, or as deemed necessary by the maintenance-planning supervisor. This meeting will identify shutdown problems, and see that measures are taken to solve these problems. Also, action will be taken to compensate for off-schedule conditions. The maintenance-planning supervisor should facilitate this meeting. 

The client has specific duties under the CDM Regulations, one of which is to appoint a planning supervisor and a principal contractor. The client must be reasonably satisfied with the competence of these appointees and with the adequacy of resources allocated by the appointees to perform their duties. The client must provide health and safety information about the project, not permit construction work to start until an adequate construction health and safety plan is available, and hold the health and safety file and make it available to others. The client must also issue a notification of the project using Form FIO. 

The person requesting that construction work commence, the client, must first of all appoint a duty holder , someone who has a duty of care for health, safety and welfare matters on-site. This person will be called a planning supervisor . The planning supervisor must produce a pre-tender health and safety plan and coordinate and manage this plan during the early stages of construction. 

The client must also appoint a principal contractor who is then required to develop the health and safety plan made by the planning supervisor, and keep it up to date during the construction process to completion.

Demolition is one of the most hazardous construction operations and is responsible for more deaths and major injuries than any other activity. The management of demolition work is controlled by the Construction (Design and Management) Regulations 1994 and requires a planning supervisor and a health and safety plan (as covered in Chapter 3).
