Person states measuring

Surveys have reported full-shift personal exposures measured by the companies and the study investigators in four acrylonitrile production plants in the United States (Zey et al., 1989 Zey McCammon, 1990 Zey et al., 1990a,b). The monomer production operators had 8-h time-weighted average (TWA,) personal exposures of about 1 ppm [2.2 mg/m3] or less from about 1978 to 1986, with some TWAg levels greater than... 

Delosme [personal communication] measured the rate of electron transfer between P700 and cyt f after a short flash excitation. The half-time depends upon the physiological conditions and varies from 70ys to Rj 600 is. These results suggest that formation and dissociation of supercomplexes are controlled by regulatory processes. On the basis of a biochemical and structural analysis, Wollman and Bulte [8] concluded that the cyt b/f complex could very likely be associated either with PSI or PSII centers. Supercomplexes between PSI center and cyt b/f complex favor cyclic electron flow around PSI, while supercomplexes between PSII and cyt b/f complex would favor the linear electron flow. The physiological processes which control the association of cyt b/f complex with the photocenters might present similarities with the processes which control the State I / State II transitions. 

The 20 questions included in Figure 15.11 were selected from the actively caring person scale of our Safety Culture Survey. Each of the five actively caring states discussed in this chapter is assessed. There are only four questions per state, so this should not be considered a reliable nor a valid measure of these factors. In other words, do not read too much into this survey. Just respond to each query according to the instructions and then check the answer key in Figure 15.12 to increase your imderstanding of the five actively caring person states. 

Measures of person states can be used to evaluate perceptions of culture change and to pinpoint areas of a culture that need special intervention attention. Like most culture surveys, our Safety Culture Survey asks participants to answer questions on a five-point continuum (from highly disagree to highly agree) about their perceptions of the safety culture. Issues include the perceived amount of management support for safety, the willingness of... 

The impact of an intervention can be measured by comparing perception surveys given before and after implementation. At one plant, our baseline Safety Culture Survey indicated that secretaries had below-average levels of perceived empowerment, as assessed by the measures of self-efficacy, personal control, and learned optimism described earlier in Chapter 15. A special recognition intervention was devised and later the survey was administered again to measure changes in the five actively caring person states as well as safety perceptions and attitudes. 

In Chapter 16, for example, I discussed a number of ways to increase achvely caring behaviors directly, through applications of learning and social influence principles, and indirectly, through improving the five personal states that increase willingness to actively care. It is impractical and impossible to measure the impact of many of these interventions. Should we avoid doing so just because we cannot measure their occurrence and impact ... 

Throughout this Handbook, I have presented various questionnaires that assess particular person states to gauge reactions to interventions. Such evaluation tools are not as objective and directly applicable to process improvement as feedback charts from behavioral observations. Under the New Approach Member States shall not prohibit, restrict or impede the placing on the market or putting into service of products which comply with the directives and bear the CE-marking. Member States have also the obligation to take all appropriate measures to ensure that the products placed on the market do not endanger the health and safety of persons. 

Where a Member State ascertains tliat a product, bearing the CE-marking and used in accordance with its intended use, is liable to endanger the safety of persons or health, it shall take all appropriate measures to withdraw such a product from the market. That Member State shall immediately Inform the Commission which is obliged to investigate whether or not the measure is justified. Where the Commission considers that the measure is justified, it shall immediately inform the Member State which took the initiative and also the other Member States. This entails that the other Member States must also take action against the product concerned. That latter disposition is referred to as the safeguard clause. 

Alcohol. The number of driving under the influence of alcohol (DUl) cases reflects the enormity of the dmnken driving problem in the United States (9). Tests to measure blood alcohol concentration are conducted on blood, urine, or breath (10). In the case of urine and breath, the alcohol concentration measured is reported in terms of the equivalent blood alcohol concentration. Most states in the United States presume that a person is under the influence of alcohol with respect to driving a motor vehicle at a blood alcohol concentration of 0.10%, ie, an ethanol concentration >10 g/100 mL of blood. Some states maintain a lower necessary concentration of 0.08%. In some European countries levels are as low as 0.05%. A blood alcohol concentration of 0.10% in a 68-kg (150-lb) person is the equivalent of about four drinks of 80 proof alcohoHc beverage or four 340-g (12-oz) beers in the body at the time of the test (see Beer Beverage spirits, distilled Wine). Ethanol is metabolized at the equivalent rate of about one drink per hour. 

Tests Simulating Use Conditions. Several simulation tests involving wear and use testing have been developed. The first and only one to be adopted as a standard in the United States is AATCC Test Method 134-1975 for measuring the electrostatic propensity of carpets (60). In this test a person wearing standard neoprene and leather sole shoes and carrying a probe connected to an electrometer walks on a carpet for 30 to 60 s until the measured body voltage builds up to a maximum.

Primarily, the designated person is the system designer for the quality system. This person may not produce the policies and procedures but operate as a system designer. He/she lays down the requirements needed to implement the corporate quality policy and verifies that they are being achieved. It is also necessary to have someone who can liaise with customers on quality issues, who can coordinate the assessment and subsequent surveillance visits, who can keep abreast of the state of the art in quality management. The person should be an adviser to the top management who can measure the overall performance of the company with respect to quality. 

Many states in the U.S. are currently involved in large scale surveys to measure radon levels in homes in an attempt to assess the environmental risk from radon and radon daughter exposure. Radon daughters deliver the largest radiation exposure to the population and it is estimated that 0.01% of the U.S. population (23,000 persons) are exposed from natural sources to greater than those levels allowed occupationally (4 WLM/yr) (NCRP, 1984).
