Outline specification

An Outline Specification is usually required to sanction a project and authorize the allocation of a budget. It typically presents the business case for the computer system, defining key functionality and compliance requirements. This document may be used later on for developing the User Requirements Specification (URS) as discussed in Chapter 7. Where Commercial Off-The-Shelf (COTS) software and systems are being acquired, this document may be used as the URS. Outline Specifications must be reviewed and approved.

Pre-qualification is a process for selecting contractors for known future work. This chapter has outlined specifically how quantitative data on somewhat idealized reaction systems can be used as a basis for demonstrating the validity of our empirical electronic models in the field of reactivity. The multiparameter statistical models derived for the systems studied (PA, acidity, etc.) have limited direct application in EROS themselves. The next section develops the theme of applying the models in a much more general way, leading up to general reactivity prediction in EROS itself. 

The following sections will outline specific methods for the synthesis of Bi- and Tl-based cuprate superconductors. Because the synthetic methods and historical evolution of the compounds are different, the bismuth and thallium families are described separately. 

Professional literature should be reviewed. Manuals of analytical methods ( 1,2) describe various sampling scenarios and considerations. Overview references (3) discussing processes similar to the one proposed for study may also be available. Professional publications e.g., The Journal of the American Industrial Hygiene Association, Journal of Occupational Medicine, may outline specific aspects of the process to be studied. Toxicological texts (4,.5,.6 7) provide information about potentially hazardous agents. These sources can provide information about the character of exposure, and their relative expected concentration or intensity, and methods previously used for detection, sampling and analysis. 

Outline specific characteristics of the plant, process, etc. that are critical for yielding a quality product and need extra attention. 

The operating permit must outline specifically how and when a source will be allowed to operate over the five-year term of the permit. The permit the state develops from an application becomes the principal mechanism for enforcement of all air-quality regulations. As such, it is critically important to submit an application that allows maximum operating flexibility. 

Hazard Communication Standard (29 CFR 1910.1200). The hazard communication standard requires that all personnel receive training concerning the types of materials handled in the workplace and the potential hazards associated with handling and use of these materials. In addition, the standard requires that a MSDS for each hazardous material be made available for individual employee reference. The MSDS outlines specific material chemical and physical properties, exposure information, emergency response information, regulatory information, and any other information of significance concerning the material. 

Just as important as the sustainability of competitive advantage is the ability to close the gap between current and required technology. If the customer s needs can never be met, there is no reason to continue with the project. All projects must show that the required technology is feasible and how the team plans to reach that goal for each stage of the process in a detailed plan outlining specific milestones. 

An Outline Specification is typically produced as part of a Project Scope to sanction a project. The Outline Specification should not be specific to hardware and software products but should provide sufficient information for a Validation Determination Document to be prepared. 

The Project Scope is not maintained after the project is completed. The Outline Specification, meanwhile, must not be lost. It should be carried forward to form the basis of a System Overview that is maintained during the operational life of the computer system.
