HM Nuclear Installations Inspectorate On HSE s behalf licenses nuclear installations ranging from nuclear power stations and chemical works to research reactors.

There is pressure from the UK Nuclear Industry Regulator (the Nuclear Installations Inspectorate, part of the HSE) on BNFL to minimize levels of HLW stocks by vitrifying this material as soon as possible. BNFL are also concentrating on making use of the Pu resource by recycling Pu into MOX fuel.

The Licensees are required to produce an Emergency Plan for each NPS and this is approved by the Nuclear Installations Inspectorate (Nil). The Plan is implemented by Emergency Instructions which detail the duties and responsibilities of all those personnel involved with the Emergency Arrangements. The Instructions also list the inventory of all plant and equipment which must be available and ready for use in the event of an emergency situation arising. 

Thus, the CEGB and the SSEB have to obtain a licence before a nuclear station is installed or operated. The station is examined at regular periods and an approval for start of the reactor is issued by the Nuclear Installations Inspectorate (Nil). 

All nuclear power stations in the UK are built and operated to the conditions of a nuclear site licence in which the definition of the site and description of the plant are unique to its location. The responsibility for the licensing and inspection of all nuclear installations lies with the Health and Safety Executive, these functions being performed by the Nuclear Installations Inspectorate (Nil). 

The Parliamentary debate on Sizewell B was followed by a ministerial statement on 12 March 1987, giving approval to the construction of the Sizewell B reactor. In reaching his decision the Secretary of State for Energy was able to take into consideration the implications of the Chernobyl accident and reported that he had specifically sought the advice of the Nuclear Installations Inspectorate on this matter. He reported that he had been advised that the accident did not require any reconsideration of the conclusions of the Sizewell B Inquiry Inspector because UK nuclear power stations had engineered control systems... 

It is The Watt Committee on Energy s understanding that the powers of the Nuclear Installations Inspectorate under the Nuclear Installations Act, are very similar to those of the Factory Inspectorate under the Factories Act/Health and Safety at Work Act.

Our initial round of interviews in the U.K. nuclear power industry was conducted in July 1999 with the British nuclear safety authorities— the Health and Safety Executive (HSE) Nuclear Installations Inspectorate (Nil)— and the private nuclear generating company in England (British Energy). A second round of interviews was conducted in January 2000 to follow up on open issues. Additional background information was obtained from discussions with trade union representatives and a local U.K. trade press correspondent. The U.K. interviewees were given considerable latitude to describe the process and impacts of industry restructuring in their own terms, in part because a sensitive audit was still pre-decisional at the time of the interviews.

This criterion has been used by BNFL in submissions for process plant which have been accepted by the Nuclear Installations Inspectorate. 

Reference is made to current Nuclear Installations Inspectorate (Nil) policy, in criticality safety matters as in other safety flelds, not to impose rigid requirements, and reasons are given for believing this course to be beneficial. The emphasis in current licences On the requiremenf for a licensee to make airangemente in consultation with his safety committees is brought put, and the regulate cmtrol of the structure and membership of foe safety ocminiitfees is referred to.
