In most other countries regulations or recommendations for a decrease of the radon daughter concentrations in homes have not been established. In USA and Canada limits have been given only for special cases, for example building on waste from uranium and phosphate industries (Atomic Energy Control Board, 1977 EPA, 1979 EPA, 1980). In Finland, there are general recommendations for homes (Finnish Radon Commission, 1982).

The main safety regulations governing the handling of radioisotopes are administered by the Atomic Energy Control Board of Canada (AECB). Unlike the radium bomb, cobalt teletherapy units did not visibly affect the skin at the point of entry into the body. Since a presiding oncologist could not use the reddening of the skin to judge the extent of the treatment, the expertise of a physicist was considered essential. In Canada, the Atomic Energy Control Board would not license a cobalt-60 unit for any medical centre that did not employ a physicist.
