Without doubt, the top-priority application of air quality models is the determination of emission controls needed to achieve ambient air quality standards. With the re-examination of transportation control strategies and with the pressures of fuel substitutions, refinements well bqrond the traditional proportional models are imperative. Where validated diffusion models are available, they should be used to recalculate the emission requirements that came from initial hasty efforts to implement the Qean Air Act Amendments of 1970. This is the greatest national service that could be performed by the air quality modelers at present. Before this can be achieved, however, the institutional apparatus must provide the impetus and resources called for in a recent National Academy of Sciences report to the U.S. Senate. [Pg.696]

In the event the simultaneous creation by Lloyd George of a Ministry of Labour and a Ministry of National Service confused manpower and industrial relations policy see Rodney Lowe, The Ministry of Labour, 1916-1919 a still, small voice , in Burk (ed.). War and the State, pp. 108-34. [Pg.75]

To prevent disruption from poaching or turnover of labour, no worker could leave or be dismissed from any factory scheduled by the Ministry of Labour and National Service without the minister s consent after March 1941. Conscription of labour was introduced gradually by age, skill and gender, with conscription of women being delayed until the end of 1941, when Bevin felt that public opinion was ready for a measure that even Hider did not impose on Germans. [Pg.191]

Most of the actual fighting by the army in a series of minor overseas conflicts, such as the confrontation with Indonesia, was done with small arms and required a high level of professionalism. The phasing out of conscription in the early 1960s - the last person on National Service returned to civilian life in 1964 - and the return to a long-service, professional army, albeit a small one, was also appropriate to an age of increasing sophistication in weaponry. The new-style army required the... [Pg.297]

The high cost of commercial superconducting spectrometers and of the continuing supply of liquid helium needed has limited the number of installations of these instruments, and, in some countries, such high-frequency p.m.r. spectra are available only from a national service center. However, some savings are realized because of the fact that, once established in the persistent mode, superconducting solenoids require neither a power supply nor cooling water. [Pg.20]

Both the benefits and toxicides of mechlorethamine stimulated a worldwide search for new antineoplastic agents. In the United States, the National Cancer Institute (NCI) had been established in 1937 and was already empirically studying plant extracts for anticancer activity. In 1955, the NCI established the Cancer Chemotherapy National Service Center to systematically screen drugs in vitro and in vivo. NSC numbers were assigned to each new drug screened and the number now exceeds 720 000. Over the past half century, a growing understanding... [Pg.384]
