Monitoring practices

Unless established monitoring practices are conducted by plant personnel or the OSHA compliance officer, the results are of limited value in determining compliance with a standard, and what is more important, protecting the worker s health. The conduct of air monitoring by untrained, or poorly trained, persons relegates the program to a "numbers game" which serves no useful purpose. 

User experience of monitoring techniques in oil and gas production has been reviewed and indicates success and failure for the same methods by different operators. A survey of current monitoring practice in UK offshore fields has been published and other experience related to oil/gas production has be reported . A draft document has been prepared by CEA Task Group E2-5 providing guidelines for monitoring sea-water injection systems.

In many external exposure circumstances, dose equivalent estimates obtained from personal monitors significantly overestimate Hz or E, particularly when the body is not uniformly irradiated due to the irradiation conditions or due to protective shielding of portions of the body. Specifically in these cases, the numerical relationships between monitoring data and Hz or E need to be better understood, so that appropriate monitoring practices are selected and monitoring data are properly evaluated. 

Even allowing for employees who work at multiple disposal sites over the duration of the CSDP, Table 1-1 shows that a substantial number of people will be involved in the destruction of the stockpile. The focus of this report is on workplace chemical monitoring and worker activity and health monitoring practices at CAMDS, JACADS, TOCDF, and, by extension, at the other seven disposal facilities planned or under construction. As was discussed by Gruber el al. (1994) there is a considerable difference between test systems that are in the research and technical development phase in the laboratory and those that have reached maturity, and that have proven their functionality and reliability under realistic field monitoring conditions. The level of skill required by the operator is a further important consideration if it takes a PhD student to operate the system then it is not likely to be of interest for the routine monitoring practice. 

Different groups of techniques are given, ranging from well defined, fully validated chemical methods that both qualify and quantify the compound of interest, via screening methods that offer only semi-quantitative and semi-qualitative results, to BEWS, where there is no identification of the compound and the signal is only semi-quantitative. Each level requires a different approach for validation. A validation should be carried out under controlled conditions as well as in the monitoring practice in the field. Only too often, monitoring equipment, not only BEWS, works well in the laboratory, but fails in routine application in the environment. 

Integrate a resistance monitoring system into other management/monitoring practices. 

This process is to ensure that unexpected data problems or unusual interdata relations in various data fields are identified. It is a very important step in the data process many companies have encountered data quality problems because of the lack of this step, which is not included to replace the computer edit check but rather to enhance it. The basic principles for the image review are checking the accuracy , completeness , and consistency of the data within a subject and across subjects. This review and timely computer edit checks will provide feedback to the monitoring staff concerning a problematic investigator or CRF page, so that corrective action of monitoring practice or enhancement of the computer edit checks can be implemented promptly. Health and safety plans for site remediation activities should address chemicals of concern and should include monitoring practices to ensure that worker health and safety are maintained. State OSHA requirements, which may be significantly stricter than federal standards, also must be met. These standards for workplace safety have been developed and are enforced throughout the USA.

This paper gives a brief survey of air quality monitoring practice in the United States. The reasons for monitoring are outlined, and the concept of monitoring systems is introduced.
