Implementation of Level

Living outlined by the Enquete Commission Protection of Humanity and the Environment (cf. Enquete Commission 1997) or guiding principles at a medium level of implementation and operation, such as closed-loop material streams , bionics (nature as a model) or green chemistry and sustainable chemistiy . 

As with scale-up, two levels of implementation are possible. The first level only entails the ability to sense, and a directional characterization of the effect of variables. PAT methods can be extremely effective for this purpose by generating large datasets of process inputs and outputs that can then be correlated to generate statistical or polynomial control models. Provided that (i) deviations from desired set-points are small, (ii) interactions between inputs are weak, and (Hi) the response surface does not depart too much from linearity, such systems can provide the basis of an initial effort to control a system.

In relation to initial declarations, the First Review Conference recalled the serious concern it had, for several years after the entry into force of the Convention, about the level of implementation by all States Parties of this important provision, in particular in relation to the timeliness of submissions. The First Review Conference emphasised the importance of the timely submission of accurate and complete initial declarations by all States Parties, including by States joining the treaty in the future. 

The control of electrical leakage to the more critical signal terminals/leads can be optimized through the selection of components, various levels of implementing inpnt guarding into the design, and the selection of the materials for the electrical interconnection substrate. 

There are no strict criteria on what is considered a sufficient level of implementation of individual provisions. The level of detail and completeness of evaluation is at the discretion of the user of the screening approach. 

As described in Sections 3 and 4 of the present publication, a bottom up approach was used for screening. Screening for each safety principle started from the bottom of the relevant objective tree. Implementation of provisions aimed at avoiding the occurrence of related mechanisms was evaluated as a first step. In a second step, conclusions were derived for all mechanisms based on the level of implementation of the provisions. Finally, during the third step, conclusions were formulated regarding sufficient prevention of challenges.
