Given the toxic effects of TBT and TFT, efforts are now underway to halt their use in antifouling paints. The United States and European Union banned their use on boats smaller than 25 m circa 1990. In 2001, the United Nations adopted the International Convention on the Control of Harmful Anti-fouling Systems on Ships, which calls for a worldwide ban on use of TBT in antifouling paints and is slated to come into force in 2008. As noted above, areas where the use of butyltin has been restricted have experienced a decline in butyltin concentrations. A similar decline has been observed in the incidence of imposex. 

At international level, the precautionary principle was first recognized in the World Charter for Nature, adopted by the UN General Assembly in 1982 (EU 2000). It was subsequently incorporated into various international conventions on the protection of the environment. 

The following question then arises would it be sensible and acceptable to dispose of captured carbon dioxide in the oceans Such action would merely be accelerating a natural process and may not therefore fall under the international convention on the dumping of industrial wastes at sea. This is a matter for marine biologists, lawyers and politicians to debate. In terms of the technology, there are two broad approaches that might be adopted ... 

The 1969 CLC Convention was supplemented by another Convention in 1971, the International Convention on the Establishment of an Intemational Fund for Compensation for CHI Pollution Damage (Fund 71), which was intended to provide further eompensation to vietims of oil pollution since, although CLC 69 placed the burden of compensation on the ship owner, at the same time it limited the compensation payable. The Fund provided further compensation when the limits laid down by the CLC 69 were exceeded. The Convention entered into force in 1978.

A modernised version of the international 1972 London Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (London Convention, 1972 London Protocol, 1996). 

In the 1970s the United Nations enacted controls to reduce litter by adopting two treaties (1) the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, aka the London Convention, and (2) the International Convention for the Prevention of Pollution from Ships, aka MARPOL. The London Convention has been updated by the London Protocol, which came into force in 2006. MARPOL was updated in 1978 with new provisions coming into force in 2006.

The most important of these iprs conventions include the Paris Convention for the Protection of Industrial Property (1967) the Berne Convention for the Protection of Literary and Artistic Works (1971) the Rome Convention (1961) and the Washington Treaty on ip in Respect of Integrated Circuits (1989). UPOV, initiated by a group of western European countries, is based on the International Convention for the Protection of New Varieties of Plants signed in Paris in 1961. 

The USCG regulates all ships that moor in the U.S. ports (both on the exterior coasts and on rivers or lakes). The United States is a signatory to the International Convention for the Safety of Life at Sea (SOLAS)41 and the USCG will enforce the corresponding regulations, which are issued by the International Maritime Organization (IMO)42.
