Functional performance

On-Board Diagnostics. State of California regulations require that vehicle engines and exhaust emission control systems be monitored by an on-board system to assure continued functional performance. The program is called OBD-II, and requires that engine misfire, the catalytic converter, and the evaporative emission control system be monitored (101). The U.S. EPA is expected to adopt a similar regulation. 

Examination and Inspection The code differentiates between examination and inspection. Examination applies to quality-control functions performed by personnel of the piping manufacturer, fabricator, or erector. Inspection applies to fiinctions performed for the owner by the authorized inspector.

In some BWR transient scenarios, the high pressure injection systems are postulated to fail. To make use of the low pressure injection system, it is necessary to depressurize the reactor coolant system, a function performed by the automatic depressurization system (ADS). In the scenario considered, ADS actuation is manual because the signals for automatic initiation of the system are not present.

Specify the documentation requirements and format, such as checklists for recording inspections, startup, and functional performance tests. 

One method used to summarize the required devices and show the function performed by each device is with a function matrix. Figure 14-4 is a completed function matrix chart for the simple process flow diagram shown in Figure 14-5. The function matrix is from RP I4C and is called a SAFE chart. Each component is listed in the left hand column with an identification number and description. Under Device I.D., each of the devices listed in the SAC is listed. If the device is not present, the appropriate SAC reference number is listed. If the SAC rationale requires that another device be present on another component, that device is listed under Alternate Device, if applicable. 

Listed across the top of the matrix are the various shutdown valves in the facility. A mark in each box indicates the function performed by each device to assure that it protects the process component. By comparing the functions performed by each device to the mechanical flowsheet, it is possible for an auditor to quickly ensure that the process component is indeed isolated.

The amount of resources—Shuman as well as financial—used for dmg regulation is affected not only by the type and the extent of regulatory functions performed in each country, but also by many other factors, such as methods used for resource allocation and efficiency of resource management. 

The take home message of this section is that local and GGA functionals perform more or less similarly for IR and Raman intensities, whereas the hybrid ones offer a significant improvement, yielding results comparable or even better than MP2 for significantly less computational cost. In terms of basis sets, at least double-zeta sets augmented by flexible polarization and diffuse functions are needed. The POL basis set seems to offer a particularly good price/performance ratio.
