Five year plans planning tool

The US Department of Justice (1999) seeks to support the Application of principles of science and technology to understand problems of crime , and in particular has developed a five-year plan to encourage development of cutting-edge molecular biology methods and tools . 

Modem life in inconceivable without zinc. Zinc provides the most cost-effective and environmentally efficient method of protecting steel from corrosion. Zinc is also used to power electric vehicles and computers, to make brass, automotive equipment, household appliances, fittings, tools and toys, and to support the building and constraction industries. It is also used in pharmaceuticals and cosmetics, in mbber, in fertilisers and in animal feeds. The links between properties, applications and performance, as well as zinc demand and market dynamies, will be reviewed along with market development opportunities and successes. The presentation will also include a progress report on the five-year plan of the International Zinc Association to increase the global market for zinc, over and above the natural growth, by 500,000 tonnes/year by 2002. 

Figure 14 shows a typical road-map that can be drawn up, showing where the refinery is now and where it wants to be at different points in the future (e.g. one year, five years, ten years). All of the tools described in this article give the refiner an easier job of planning how to tackle the future. They are used to systematically choose the best set of projects that achieve immediate objectives but also fit in with long-term goals. This avoids the Regret Capital syndrome. 

Finally, we note that interception of the carbon radical by a proximate C=C or C C system, which has received much attention in recent years as a useful synthetic tool, can be a problem when simple deoxygenation is desired at a center five or six atoms removed from the multiple bond. The efficient, planned cyclization of (90) to (91) also represents an unsuccessful deoxygenation of a secondary alcohol The initial adduct radicals (to C=S) have also been trapped in intramolecular reactions. ... 

It is also necessary to consider what implications the tool has on the work processes, and the practical realizations. As outlined in Section 5, decision situations occur at different levels in an organisation. However, we believe that RAM analysis will be fit for strategic-and tactical-level decisions, more than decisions at an operational level. Because of the comprehensive type of analysis, and time and recourses required, RAM analyses are not suitahle for frequent (weekly or daily) use. Long-term planning is typically supported by RAM analyses at a yearly or half-yearly basis. Another example is renegotiation of frame agreements that is more infrequent, normally with a five or ten-year horizon. Most likely, Such RAM analyses will be handled by operational support located onshore.
