One of the first places to look for the move up the value chain is obviously, therefore, the SEZs. But let us first view the evolution of the SEZs in the larger context of China s critically important Five Year Plans .

As this summary illustrates, chemical control regulations in China have evolved rapidly since 2000. Further evolution may occur as a result of the Twelfth Five Year Plan Concerning the Prevention and Control of Chemical Environmental Risks. 

The company s ethylene expansion project was one of the six projects in China s ninth five-year plan for 1996 to 2000. After a temporary suspension of all ethylene and LDPE projects in China, the company completed its Ethylene Project in late 2001, increasing its annual ethylene production rated capacity to 710 000 tons. As an integral part of this Project, the company s LDPE facilities were also expanded from 180 000 tons to 380 000 tons. It is also a major producer of HDPE with 140 000 metric tonnes of capacity. A 200 000-ton PP facility was completed in 1998 and a butyl rubber facility in 1999. Only a limited number of butyl rubber producers exist worldwide and Sinopec Beijing is among the first to produce the material in China. Other major products include styrene-butadiene rubber (SBR 1500 tonnes per year), cis-1,3 butadiene rubber (BR), EPDM (40 000 tonnes per year), polystyrene resin, reinforced polypropylene, stretching film, ethylene, propylene, propane, ethylene glycol, p-xylene, styrene, benzene, toluene, xylene, alkylbenzene, and other basic organic chemicals. 

Still, with all this investment in cleaner sources of fuel, coal-fired power in 2020 is projected to be twice what it is in 2005 in absolute terms." As for the inherent problems of coal itself, China has outlined a ten point program for energy efficiency in its eleventh five-year plan (2006-2010). The points include ... 

The opening of trade with China has resulted in several chemical company expansions in that country and nearby countries. In 2005, the two national chemical giants, Dow Chemical Company and Dupont Company have large-scale plans for investment in China. Dow is planning a large coal-to-methanol-to-olefins complex that includes chlor-alkali facilities that will take five to ten years for completion. Dupont has recently doubled its investment in China and plans to spend another 600 million BY 2010, a portion of which may go to build a titanium dioxide plant. Dupont employs about 5000 people on Mainland China and recently built a Research...
