Financial constraints

Until recently, pure paper-based data collection systems have predominated in clinical trials. However, they are still being used by many contract research organizations (CROs) either because of financial constraints that prevent them from investing in newer technology or because they deal with small clinical trials that do not justify that investment. Other CROs consider the paper-based data collection method to be the safest and most reliable approach to data collection. 

However, time-resolved X-ray diffraction remains a young science. It is still impossible, or is at least very difficult, to attain time scales below to a picosecond. General characteristics of subpicosecond X-ray diffraction and absorption are hardly understood. To better understand managed care and the reasons for its growth, it is useful to discuss the evolution of payment mechanisms for health care from no insurance, to traditional indemnity insurance, to managed care. There are Limits to what animal studies can tell us about human behavior. There are also limits on what we can learn from laboratory experiments with human subjects.
