In order to bring this development under some control, close co-operation would be needed between the countries of both Eastern and Western Europe. The problem was taken up by the U.N. Economic Commission for Europe (ECE) in Geneva, and further progress was made at the first Conference on Security and Co-operation in Europa in Helsinki in 1975, which recommended the development of an extended programme for monitoring and evaluation of the long range transport of air pollution in Europe.

The name Nylon was given by the Du Pont company of America to their first synthetic condensation polymer formed by the reaction of difuncfional acids with difuncfional amines, ft had been made as part of the fundamental programme of W. H. Carothers to investigate the whole topic of polymerisation. The term has gradually been extended to other related polymers. These materials are strictly polyamides, but this term includes that otherwise distinct class of natural macromolecules, the proteins. The term nylon is retained for its usefulness in distinguishing synthetic polyamides from the broader class of such polymers.

The comprehensive and detailed assessment of the risks required for a safety-case can only be satisfactorily carried out for major installations with the aid of computer software. Suites of programmes for quantitative risk analysis have been developed over the past decade by consulting firms specializing in safety and environmental protection. Typical of the software available is the SAFETI (Suite for Assessment of Flammability Explosion and Toxic Impact) suite of programs developed by DNV Technica Ltd. These programs were initially developed for the authorities in the Netherlands, as a response to the Seveso Directives of the EU (which requires the development of safety cases and hazard reviews). The programs have subsequently been developed further and extended, and are widely used in the preparation of safety cases see Pitblado el al. (1990).

Rule 3 Exclude programmes according to the extended dominance rule, that is, if some cost-benefit ratios are lower than the previous ones in the sequence of increasing effectiveness, those with less effectiveness must be excluded. 

Substances used only for process-orientated research and development are exempt from registration for 5 years. The exemption can be extended for a further 5 years in exceptional circumstances, or 10 years for substances used exclusively to develop human or veterinary medicines. The manufacturer or importer has to inform the ECA of the substance identity, labelling and quantity, justify the quality, summarise the research programme and list the customers.

Clearly CALPHAD has now come of age and is at a watershed where complex phase equilibria calculations can now be performed as a routine operation and yet have also been placed on a sound physical basis. Computer programmes exist which can perform complex calculations on a PC and which can therefore be operated at any location without extensive prior expertise. Furthermore, it is possible in many cases to predict phase equilibria in multi-component alloys to a degree which is close to that expected from experiment (see Chapter 10). It is therefore a branch of science that is mature and, indeed, has already entered the next stage of development, which emphasises the need to concentrate on extending its range of applicability.
