The subjects of environmental protection and industrial safety (Chapter H) are now likewise fully dealt with in the Handbook for the first time. These are subjects of great importance in connection with modern cement manufacture, which indeed can be carried out only if the statutory and other requirements relating to them are duly complied with. 

The EPA should also consider creating a national "Center for Engineering Research on Environmental Protection and Process Safety" that would provide both unique state-of-the-art laboratory facilities and computational resources to chemical and process engineering researchers from academia, federal laboratories, and industry. 

There are other laws regulating different aspects of the environment. As a whole, they are the lower bounds for environmental protection and human safety for the chemical industry. Many conpanies go beyond these minima (see, for exanple, Responsible Care, in Section 24.2.3.1. Nine current, major laws are summarized in Table 25.1. and many of these laws have subsequent amendments. The text of all of these laws is available at http //www.epa.gov/lawsregs/Iaws/index.html. 

Due to changing regulatory requirements and revisions to consensus standards the user should contact the subject matter expert (e.g.. Fire Protection Engineer, Industrial Safety Engineer, Industrial Hygienist, Environmental Engineer, etc.) to ensure that the most current document is used, as applicable, depending on site contractual requirements. 

Safety community That group of individuals who provide staff support to the line organization in support of the safety effort. It includes occupational and industrial safety, system safety, industrial hygiene, health, occupational medicine, environmental safety, fire protection, reliability, maintainability, and quality assurance personnel. 

Health, safety and environmental tracking and compliance With its commitment to environmental protection and health and safety standards, one can be assured of compliance and industry leading product stewardship, based on ChemTRAQ software. The development of the breeder has been delayed, but in due course, when it is economically necessary, fast reactors will almost certainly make the major contribution to the world s energy supplies. There will undoubtedly be further improvements of the technology before then, and fast reactors will be exploited as a growing component of a complex nuclear energy industry which will achieve the highest standards of safety, environmental protection, and economy. 

The disposal of toxic, azide containing solvent and effluent streams is a very important aspect. Environmental protection and safety considerations now play a significant role in the chemical industry in western countries. The same also holds true for the azideprocessing companies. AU waste streams must be either carefully and laboriously freed from azide residues by way of chemical processes or treated in a dedicated incineration unit. 

Environmental Health and Safety Committees provide input to the EH S Center and its components Radiation Protection, Environmental Affairs, Health and Safety, and Industrial Hygiene. The voting members of these committees are drawn from the faculty, and staff and are recognized scientific experts in areas related to the respective conunittee s activity. These committees include the Occupational Safety and Health Council, Hazardous Materials, Radiation Protection, and Unit Safety Committees. 

The two main federal agencies involved in the protection of human health and the environment are the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA). EPA s principal concern is the protection of the environment, in most cases, the area outside of an industrial faciUty. There are 10 regional offices that carry out the regulatory functions of the agency (Table 1). Primary laws covered by EPA are the Clean Air Act Amendments (CAAA), the Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and LiabiUty Act (CERCLA), Toxic Substances Control Act (TSCA), and Eederal Insecticide, Eungicide, and Rodenticide Act (FIFRA). 

Introduction Review and audit processes are used in the chemical process industry to evaluate, examine, and verify the design of process equipment, operating procedures, and management systems. These processes assure compliance with company standards and guidelines as well as government regulations. Reviews and audits can encompass the areas of process and personnel safety, environmental and industrial hygiene protection, quality assurance, maintenance procedures, and so on. 

A leader in applying PSA to other parts of the chemical process industry has been the AlChf. s Center for Chemical Process Safety. A major difference between PSA for nuclear power and PSA for chemical processing has been the lack of government regulations that require risk analysis for chemical processes. A primary impetuous has been the Occupational Safety and Health Administration s (OSHA) PSM rule that defines the application of PSA to the chemical industry for ihc proteciion of the public and workers. In addition, the Environmental Protection Agcrii, . (EPA) regulates waste disposal.
