This is the topic of the fourth and final chapter of Part I Emre Usenmez reviews the current literature on public and private regulatory regimes and demonstrates the need for public and private actors to cooperate. Managing such complex interactions requires, however, new decision-making and communication tools. The surveys attempt to define the ideal core at the level of concepfs rather than courses, whose names could be misleading. The results have been discussed with members of the bioengineering educational community, and detailed reports on both of these topics are forthcoming. There are different techniques that can be applied in assessing the survey results and opinions of experts such as the Multi-Criteria Analysis (Mendoza et al. 1999) and Delphi Technique (Harold et al. 1975). The Delphi Method was developed in 1950 at the RAND Corporation as a long-term forecasting tool (Delbecq et al., 1975). It uses a scientifically conducted anonymous survey of key experts who are knowledgeable about the item being forecasted. [Pg.30]

In the past, Delphi process used to be very time-consuming and took several weeks. However, using email and online surveys, the Delphi process can be done in a matter of days.
