Informed opinion is a nonmathematical technique which is often called blue-sky estimating. The two terms are not necessarily synonymous. Informed opinion may be the consensus of people inside the company, along with or without outside opinions. Such a consensus can be broadened into the Delphi technique, which uses a sequential series of questioimaires submitted to a panel of experts who have Httie or no contact with each other. Blue-sky answers are akin to the informed opinion except that they usually consist of subjective speculation by experts in a confined one-day meeting in which each participant knows the views of the others. 

The ACE Team Benchmarking System approach combines the DELPHI technique for estimating along with the inherent and inevitable ability of most people to establish a high level of performtmce measures for themselves. As used in this application, the objective is to obtain the most reliable, reasonable estimate of maintenance-related work content time from a group of experienced crafts personnel. 

The Delphi technique allows participemts to comment anonymously, at their leisure, on proposals made by other group members. Normtilly, the participants do not know who proposed the ideas they are commenting on. The first step is to send an open-ended questionneiire to members of the group. The results are then used to generate a series of follow-up questionnaires in which more specific questions are asked. The anonymous nature of the Delphi process theoretictilly reduces the effect of participant status and power. Separating the participants also increases the chance that members will provide opinions uncontaminated by the opinions of others.

There are different techniques that can be applied in assessing the survey results and opinions of experts such as the Multi-Criteria Analysis (Mendoza et al. 1999) and Delphi Technique (Harold et al. 1975). For now and because of the lack of our survey data, 1 do not discuss these methods further here. 

Subjective Forecasts can be made on a subjective basis using judgment, intuition, commercial knowledge or any other relevant information. Methods range widely, like the Delphi technique, in which a group of forecasters tries to obtain a consensus forecast with controlled feedback of other analysts predictions and opinions, and other relevant information. 

If such information is not readily available, it is still possible to quantify a given eause by asking other staff members how often they would expeet a failure to occur using a Delphi technique. Such an estimate is often accurate enough, especially for an initial ev uation. 

The delphi technique is normally used by different experts working as a team in order to derive independent cost estimates. Thus, they resolve any discrepancies to deliver estimates usable for the project. Here, the estimates depend on the experts experiences and the technique is rather ponderous.
