Dangerous activity

The top position should be occupied by the card that, in the opinion of the group, contains the activity that carries with it the most risk potential. The two positions in the second row should be occupied by the cards that contain the next most potentially dangerous activity, the third row the three next most risky and the bottom row the four judged the least risky. 

Failures can either be fail-safe or fail dangerously. Fail safe incidents may be initiated by spurious trips that may result in accidental shutdown of equipment or processes. Fail dangerously incidents are initiated by undetected process design errors or operations, which disable the safety interlock. The fail dangerously activation may also result in accidental process liquid or gas releases, equipment damage, or fire and explosions. 

In conclusion, although it is difficult to quantify discomfort, the adverse effects of antipsychotics most often experienced are less severe than symptoms associated with the common cold. Serious adverse events are much less common. There is a risk to every treatment, but it is erroneous to suggest that because a serious event may occur, it is likely to occur. One of the most dangerous activities we engage in, for example, is driving or riding in an automobile, yet that does not mean that every time we drive to work there is a high probability that we will experience a serious injury or death. 

PEPAT does not contain a definition of adverse impacts on the Antarctic environment and its dependent and associated ecosystems (Art. 3, para. 2 a). Impact and transboundary impact are defined in the Espoo Convention in Art. 1, sub-paras, vii and via (28). PEPAT does not supply a list of mandatory and non-mandatory projects to ensure that the most dangerous activities will always be subject to lEE or CEE (28, 29), nor does it provide guidance for a uniform interpretation of the terms minor and transitory impact contained in Arts. 1, 2 and 3 of Annex I.

According to Article 12 of the Convention it is to be ensured that where apim riate, taking due account of the risks of the activity, operators conducting a dangerous activity on its territoy be required to participate in a financial security scheme or to have and maintain a financial guarantee up to a certain limit, of such type and terms as specified by internal law, to cover the liability under this Convention.

The Inspectorate may stipulate die manner in which general provisions and technical regulations of the Working Conditions Act must be complied with in practice and may order the cessation of dangerous activities (right of summary enforcement). Apart from this, employees themselves are also entitled to discontinue an activity in cases of imminent serious danger where it is not possible for ttie Inspectorate to act on the matter in time. In such cases the employee concerned must then infinm the lasrp i tonite of what has happened. 

As long as workers rely on wages to maintain their standard of living, and as long as work remains a dangerous activity, we will need a system that guarantees all of us adequate compensation in the event of injury or illness. Properly devised, this system can even make a modest contribution to providing incentives for safety. But the main components of occupational safety and health policy will have to be found elsewhere. 

The author, having been born and raised in a village that depended on a coal mine for its existence and without even referencing news media reports written as recently as the previous edition of this book, has no doubt that coal mining was and continues to be an extranely dangerous activity.
