Continuous emission monitoring (CEM) systems are required to be installed in facilities specified by the Environmental Protection Agency (EPA) Standard of Performance for New Stationary Sources and by other federal and state regulations. The systems are used to continuously monitor the effectiveness of air pollution control equipment/systems and to determine if source compliance standards are being met.

A value network is a higher-level concept than a supply chain. It is a commitment by multiple parties to work together for a shared outcome. On the other, S88.02 is more definitive in its requirements, and therefore compliance is appropriate to a greater extent [10,20]. 

A compliance-driven vision/mission results in meeting the mandated guidelines and regulations but may be limited to only meeting minimum requirements. This approach may lead to not identifying all hazards and associated risk if only targeting elements based on the regulatory compliance standards. 

At the core of these elements is the simple concept of a PDCA methodology, called the Shewhart cycle (Shewhart, 1931), that can equally be applied to all safety management systems. PDCA has been at the root of quality control and safety programs. The Shewhart cycle has been adapted within the framework of many voluntary compliance standards such as ANSI ZlO-2012 Occupational Safety Process (Occupational Health and Safety Systems, 2012).
