Community planning

As this list suggests, the first priority for this facility is its own people, who will require the most comprehensive information and who should receive priority attention. Others on the list have widely varying information needs and levels of interest, all of which the facility manager must take into account in developing a communications plan. 

A formal communication plan is established to keep everyone appropriately informed on progress, problems, and their resolution. 

Although a plan for a city dii ided by a river may not be applicable to a desert city on a seismic fault, duplication can be an enemy of cost efficiency. Thus wherever possible, any emergency plans diat already exist in die community should be used as a starting point. Coinmunity groups diat may have developed such plans include civil defense organizadons, fire departments, die Red Cross, public health agencies, and local industry councils. Existing plans should be studied and their applicability to the proposed community plan evaluated. 

Effective communication is a key element of emergency response, and a media or communications plan is essential to good communications. Be prepared by organizing basic facts about the crisis and your chemical system. Develop key messages to use with the media that are clear, brief, and accurate. Make sure your messages are carefully planned and have been coordinated with local and state officials. Considerations should be given to establishing protocols for both field and office staff to respectfully defer questions to the proper spokesperson.

First, biomonitoring funders should require communication planning in any application for funding. It is hoped that investigators would spontaneously recognize the value of communication planning and constituency assessment, but sponsor requirements for proposal and study content would clearly signal their importance.

During implementation of the metrics system, efficient and appropriate communications with stakeholders are important. A well-thought-out communications plan ensures that persoimel have the information they need to fulfill their duties. This is a two-way activity since implementation leaders need up-to-date information to appropriately manage the implementation. During implementation, periodic updates for management keep them informed and provide opportunities for management to show support and facilitate implementation. The communication analysis is an activity to determine which audience needs what information during implementation and how often to communicate. 

As discussed in Chapter 7, metrics should be tailored for the intended or required improvements. The metrics communication plan should be designed to deliver appropriate information to intended audiences so they can make good decisions. This chapter discusses the needs and techniques for communicating process safety results across the organization. Topics include selecting the appropriate metrics to share and techniques for establishing the communications strategy. 

Each of these elements would be part of a communication plan to be reviewed in the following section.
