No attempt should be made to handle chlorine for any purpose without a thorough understanding of its properties and the ha2ards involved. This information is available from the Chlorine Institute and from various handbooks (10,76,79).

Chlorine Institute. Members of the Chlorine Institute are required to reaffirm their commitment to the Institute s safety pledge, including prevention of chlorine releases. The safety pledge also includes aimual safety audits, aimual emission and ha2ard evaluations of chlorine operations, periodic emergency-response test drills, and coordination with local officials for protection of the community (32) (see Alkali AND CHLORINE PRODUCTS). 

Technical and trade organi2ations are concerned with safety and the environment. The Chlorine Institute in North America and Euro Chlor in Western Europe are examples of organi2ations dedicated to the safe production, transport, and use of chlorine. Ha2ard and operabiHty studies (HAZOP) reviews for new designs, plants, and expansions (135) have become required by poHcy in many operating companies. Papers on safety and environmental subjects are given at most technical meetings (136—138).

Most plastics react chemically with chlorine because of their hydrocarbon structural makeup. This reactivity is avoided with some plastics in which fluorine atoms nave been substituted into the hydrocarbon molecule. The Chlorine Institute recommends that hoses constructed with such an inner lining "have a structural layer braid of polyvinyli-dene fluoride (PVDF) monofilament material or a structural braid of Hastelloy C-276. An underlying lesson here is material compatibility. Material compatibility tables exist that engineers can consult, including in other sections within this volume.

Although chlorine is a hazardous substance, it can he handled safely. All persons who handle chlorine should he thoroughly trained in its properties, in correct use of safety equipment, and in the nperulion ol all other equipment including containers. The Chlorine Institute. 342 Madison Ave.. New York. NY 10017. publishes Ihe Chlorine Manual (available from the Insli-(ule at nominal cost) which provides useful information on these matters. In addition the Chlorine Institute has designed emergency kits capable of capping off certain types of leaks which can occur in chlorine containers. 

A special case involves the plugging of leaks in pressurized shipping containers. For example, The Chlorine Institute has developed a series of emergency kits designed to contain most leaks encountered in shipping containers, including ton cylinders, road tankers, and rail cars (The Chlorine Institute, 1969). Figure 5.4 shows this kit.
