Safety and health audits/inspections can be done on or for the entire plant (e.g., manufacturing), a department (e.g., quality control), a specific worker unit (e.g., boiler repair), a job or task (e.g., diving), a certain work environment (e.g., confined spaces), a specific piece of equipment (e.g., forklift), a worker performing a task (e.g., power press operator), or prevention of an event (e.g., fire). It is important to ensure that inspections and audits be tailored to meet the needs of your company regarding auditing for safety and health concerns. 

From the above, it may be seen that the application of quality systems to the management of health and safety at work has distinct benefits, especially when consideration is given to the tremendous overlap between the two subject areas. Overlap examples include policies systems and procedures standards documentation - records training (including record keeping) statistical analyses - causal, numerical accident/complaint investigations audits/inspections (internal and external) and the taking of remedial control action. 

Obviously, to get accurate data upon which to base its judgment, OSHA requires extensive recordkeeping for written programs, injuries, illnesses, safety audits, inspections, corrections, and training. Training is a major part of the OSH Act. Almost every regulation requires some sort of transmission... 

To address this question of needs, it is important to collect good data from accidents, audits, inspections and perception surveys, and from similar industries (benchmarking) and similar types of industrial operations (e g. welding), and analyse it carefully. 

Accident data are only one form of risk information which assists in the identification, assessment and control of risks. Other forms of risk information include reliability data epidemiological studies mortality/morbidity data vulnerability analysis results of audits/inspections insurance claims data and - probably the best - personal experience. Sources of risk information are listed in the Further Reading section of this chapter (see especially the Handbook of Risk Management by Carter et ah).
