An appraisal of artificial weathering methods was given in a report by Hoey and Hipwood who described the effectiveness of various weatherometer tests such as are described in BS 3900 Part F3 and ASTM 42 1964 (now ASTM G23 1989). Although these tests simulate atmospheric exposure it is not possible to obtain a direct correlation owing to variation in outdoor exposure conditions from place to place, but they serve a very useful purpose in providing a preliminary sorting of paints that can then be tested in the field. [Pg.1080]

Further project evaluation (post-project appraisal) should be based on project objectives. Therefore, the main objectives must be explicitly defined in the preliminary study of any project. For many restoration projects, no clear objectives were ever formulated and consequently it is not really possible to assess their final success. The objectives should include elements of the environment/ecology, the economy and society. According to Reichert et al. [12], objectives can be divided into fundamental objectives (directly related to what a decision maker would like to achieve) and means objectives (leading to the accomplishment of fundamental objectives). Fundamental objectives are structured hierarchically. The most convenient and economic techniques of choice for the rapid analysis of starting materials and for the assessment of purity of a crude reaction product are t.l.c. and g.l.c. These techniques may also be used to monitor the progress of a reaction for which optimum conditions are uncertain, as may be the case when an established published procedure is used as the basis for carrying out other preparations of a similar nature. In these cases the reaction is monitored by the periodic removal from the reaction mixture of test portions for suitable chromatographic study. Clearly the chromatographic behaviour of starting materials and, if possible, expected products, needs to be established prior to the commencement of the reaction. For t.l.c. this would include solvent and thin layer selection, a detection method, and an appraisal of sensitivity of detection with respect to the concentration of components in the reaction medium.
