Introduction Theprevious sections dealt with techniques for the identification of hazards and methods for calculating the effects of accidental releases of hazardous materials. This section addresses the methodologies available to analyze and estimate risk, which is a function of both the consequences of an incident and its frequency. The apphcation of these methodologies in most instances is not trivial. A significant allocation of resources is necessary. Therefore, a selection process or risk prioritization process is advised before considering a risk analysis study. 

Qualitative answers to one or more of these questions are often sufficient for making good decisions about the allocation of resources for safety improvements. But, as managers seek quantitative cost/benefit information upon which to base their decisions, they increasingly turn their attention to the use of quantitative risk analysis (QRA). 

As this example illustrates, there is no single right answer. The key determinant must be your judgment as to the most effective allocation of resources (time and energy) against the goal of improving overall safety performance.

This paper extends previous studies on the control of a polystyrene reactor by including (1) a dynamic lag on the manipulated flow rate to improve dynamic decoupling, and (2) pole placement via state variable feedback to improve overall response time. Included from the previous work are optimal allocation of resources and steady state decoupling. Simulations on the non-linear reactor model show that response times can be reduced by a factor of 6 and that for step changes in desired values the dynamic decoupling is very satisfactory.

Economics is about the allocation of resources to production and the distribution of the outputs that result. Economics exists as a discipline because the resources available globally, nationally, regionally or to any industry, organisation or individual are finite. At the same time, it would appear that no amount of output could ever satisfy all human wants and desires.
