Introduction Theprevious sections dealt with techniques for the identification of hazards and methods for calculating the effects of accidental releases of hazardous materials. This section addresses the methodologies available to analyze and estimate risk, which is a function of both the consequences of an incident and its frequency. The apphcation of these methodologies in most instances is not trivial. A significant allocation of resources is necessary. Therefore, a selection process or risk prioritization process is advised before considering a risk analysis study. [Pg.2275]

Qualitative answers to one or more of these questions are often sufficient for making good decisions about the allocation of resources for safety improvements. But, as managers seek quantitative cost/benefit information upon which to base their decisions, they increasingly turn their attention to the use of quantitative risk analysis (QRA). [Pg.89]

As this example illustrates, there is no single right answer. The key determinant must be your judgment as to the most effective allocation of resources (time and energy) against the goal of improving overall safety performance. [Pg.160]

This paper discusses the role that statistics can play In environmental sampling. The primary difference between an Investigation based on statistical considerations and one that Is not Is the degree of objectivity that can be Incorporated Into the evaluation of the quality and uncertainty of the study results. Statistical methods In the planning stage can also aid In optimizing allocation of resources. [Pg.79]

Resource (cost) information can be used in conjunction with the sampling models to obtain an optimum allocation of resources in an environmental sampling study. [Pg.88]

Even If the cost of estimation error cannot be quantified as this model requires, effective allocation of resources may be possible when detailed knowledge of sources of variation Is available. In this case, a replication strategy can be based on variance component and cost Information. For example, consider the problem of deciding how many samples to collect and how many analyses to perform on each sample Let... [Pg.89]

A sample size can be determined and efficient allocation of resources accomplished when the following information is available to the study planner for each characteristic of interest ... [Pg.90]

This paper extends previous studies on the control of a polystyrene reactor by including (1) a dynamic lag on the manipulated flow rate to improve dynamic decoupling, and (2) pole placement via state variable feedback to improve overall response time. Included from the previous work are optimal allocation of resources and steady state decoupling. Simulations on the non-linear reactor model show that response times can be reduced by a factor of 6 and that for step changes in desired values the dynamic decoupling is very satisfactory. [Pg.187]

Business decisions and allocation of resources are consistent with this expressed top management commitment. [Pg.77]

It remains to be seen whether China can create its own innovation chain from R D to commercial implementation. Given the prerequisites of political stability, committed leadership, adequate allocation of resources and a functioning infrastructure of research and training institutions, the future can be very promising. [Pg.332]

Management is also responsible for determining priorities, setting initial target completion dates, and the allocation of resources (personnel, equipment, and finances) to complete the preventive action in a timely manner. [Pg.312]

Economics is about the allocation of resources to production and the distribution of the outputs that result. Economics exists as a discipline because the resources available globally, nationally, regionally or to any industry, organisation or individual are finite. At the same time, it would appear that no amount of output could ever satisfy all human wants and desires. Taken together, this means that choices about the level of resources to allocate to various sectors of the economy or to the production of specific outputs within those sectors are unavoidable. Equally, choices about distribution cannot be escaped. Thus, economics is the science of making choices. [Pg.687]

How can policy makers eliminate this excess demand, and promote a more efficient allocation of resources to the vaccine industry In principle, there are two options. First, the government can become a developer and producer of vaccines. The idea is that government production would fill the excess demand gap. Further, in theory, government production maybe more reliable than private production since governments are less motivated by... [Pg.128]

To decide on the allocation of public and private resources, some form of cost-effectiveness analysis is used in many countries, large and small (Drummond, Chapter 11). The single most common type of medical care to which this method is applied is the use of pharmaceutical products. Sometimes the decision involves new uses for existing products developed and produced in the country making the decision, and sometimes it involves products imported from abroad. Sometimes as well the decision involves the potential allocation of resources to a new product if brought to market, and often public funds play a role in such innovation. [Pg.199]

Many laboratories maintain the master schedule on computer, and find it a helpful tool for the allocation of resources and the scheduling of work. A computerized master schedule can also provide the index of archive materials required by 58.190(e) of the regulations. [Pg.62]

The captain of the company assigned to RIT shall function as RIT Sector Operations. He or she will coordinate directly with the OIC and Safety Officer on all RIT operations. The captain will direct all operations related to a rapid intervention response, including deployment of teams, allocation of resources for RIT, monitoring of incident times, requests for additional RIT resources or companies, and coordination with firefighting operations. [Pg.308]

The costs of compliance with pollution abatement regulations have been documented in many company, industry, and Government studies. These costs obviously impact on company growth, investment decisions, and allocation of resources among competing company priorities. Such increased costs of company activities impact on technological innovation in several ways. Upgrading of production processes may be postponed. Investments in facilities... [Pg.180]
