Risk Prioritization

Introduction Theprevious sections dealt with techniques for the identification of hazards and methods for calculating the effects of accidental releases of hazardous materials. This section addresses the methodologies available to analyze and estimate risk, which is a function of both the consequences of an incident and its frequency. The apphcation of these methodologies in most instances is not trivial. A significant allocation of resources is necessary. Therefore, a selection process or risk prioritization process is advised before considering a risk analysis study. 

The Scorecard Database provides information on chemical releases, risk prioritization of substances and other relevant information for chemicals and facilities. 

Appendix B, on the enclosed CD, contains a number of industry tools that are used by companies to conduct a risk prioritization. These tools are intended to provide examples, and can be modified as needed.

In the following sections, we will discuss the sources of supply chain risks, risk identification and classification, risk prioritization, and risk intervention strategies. 

The main objective of the proposed procedure is to make a risk prioritization using the parameters that can be determined through a walk down survey with limited entry to the building. Based oti the analysis of the parameters and considering then-relative influence on the performance, a quantitative evaluation is carried out to calculate a performance score for each building. These performance scores are first determined for a reference seismicity and are then modified to reflect the effect of the building s hazard and soil conditions. The performance scores of all buildings are used to obtain a risk prioritization. 

The Risk Prioritization shows the attitude to be taken in the prevention, elimination or minimization of the risk, according to their priority. The scale is represented in a format which suggests that the higher the results, the higher the priority G X U X T = prioritization. For favorable conditions, it is recommended that efforts be undertaken to minimize the maximum indicators stated in the Priority (P). For interpreting the risks from each class represented, criteria of quantitative and qualitative levels are assigned according to Table 1. 

The resulting risk prioritization and safety index values 4 and their evaluation are given in Table 8 and 9. 

LARA results LARA analysis performed by the same scientists revealed that all 15 identified risks arise from hazardous properties of the involved substances. The relevance of the analysis results is given by risk prioritization, which corresponds to the particular laboratory practice. Hazards, whether in a system design or job process, are always both existing and potential at the same time. If a hazard is there, then it exists. And, by definition, a hazard is a potential condition that can result in a mishap therefore, it is always a potential. The objectives of JHA are to identify hazards in the job process, assess the hazard-mishap risk, prioritize corrective actions, and reduce and/or eliminate the hazards.
