Well-defended system

Experience feedback on barrier efficiency is a challenge in well defended systems, where there are many independent barriers operating simultaneously. This applies especially to the passive barriers. The operators will have limited contact with many of them in their day-to-day activities, and their efficiency will only be tested in rare circumstances, when there is an accident. We will discuss this problem further in Section 8.3. [Pg.87]

The detailed analysis of each scenario starts with the establishment of a STEP-diagram, see Section 13.4. The analysis team draws experience from previous accidents and risk analyses in this work as well as from the day-to-day practices in similar plants in operation. It is important that personnel with detailed knowledge about the practices in handling disturbance participate in the analysis. Several barriers often have to fail for a major accident to occur in a well-defended system. The analysis team has to assume that certain malpractice takes place, and it is important that the operations personnel in the analysis team confirm that it is realistic. The STEP-analysis may be terminated under certain conditions ... [Pg.305]

The causality of accidents in modern transportation systems may be difficult to determine. Investigations of past accidents and incidents have led to the development of improved system defences, which have significantly reduced the incidence of fatal accidents. When accidents occur they tend to exhibit complex causalities. Reason [1] referred to such accidents in modern well-defended systems as organizational accidents. These accidents are typically multi-faceted, and they may involve unexpected interactions or unforeseen propagation of failures [2]. [Pg.216]

It s in the Toowoomba star system, which is Australian-ethnic. The Kingdom is anxious to keep them locked in to its diplomatic strategy. Their asteroid settlements aren t very well defended, so they re being offered upgrades on favourable financial terms."... [Pg.390]

They lead to a kind of dynamic equilibrium in which a single reproductive pair and a small percentage of soldiers are maintained in the colony. The king and queen are mobile within the nest, and their chances of being taken by predators must be greater than in species with fortified nests that have a central well-defended queen cell. In the absence of either or both of the pair, regulatory systems act rapidly to provide replacements, and if soldiers are lacking more soldiers are produced. [Pg.479]

Human milk is a s)mergistic package of essential nutrients and bioactive components. Epidemiological studies have demonstrated that consumption is associated with health benefits for many immune-related conditions (Table 2.1). Breast milk contains the nutrients necessary to support the development of the infant s immune system as well as other components that defend against infection. This includes various antimicrobial substances, factors that promote immime development, constituents that promote tolerance and the priming of the infant immime system, as well as anti-inflammatory components. The purpose of this chapter is to discuss the evidence for the immune benefits of human milk. [Pg.47]

We cannot infer from court decisions whether the underlying legal rules favor the defendant or the plaintiff because legal rules affecf the selection of disputes from the universe of accidents (and nonaccidents) as well as the outcome (Eisenberg 1990). That, in itself, would not be a problem if there were data about people s decisions to litigate and settle but, for the most part, trials are the only window on the liability system... [Pg.55]

Sentinel. A US anti-ballistic missile (ABM) system program proposed in 1967 and replaced by the Safeguard (qv) program. Both were based on the same components, but whereas Sentinel was primarily oriented against a Chinese attack (only ICBMs, coming over the North Pole) against 25 selected US cities, Safeguard was intended to provide an all-round defense primarily to defend the Minuteman (qv) silos and bomber bases of US deterrent forces as well as the... [Pg.278]

While the respiratory system is well-equipped to defend against exposure to a vast array of toxic substances, the intricate cellular and molecular mechanisms designed to repair injured lung tissues often fail, resulting in a number of chronic lung diseases, including cancer, fibrosis, asthma, hypersensitivity pnuemonitis, and chronic obstructive pulmonary disease (COPD), which is a combination of bronchitis and emphysema. [Pg.662]

It is critical to train and offer refresher training in not only good laboratory notebook practices but also in all job skills, test methods, and instrument systems used, and to review data rapidly. It is important that a well-respected individual provide the training. Good notebook practices are also essential to successfully file for and defend patents. A summary of laboratory notebook tips is outlined in the following section. [Pg.3067]

Readiness of the logistics system to meet mission requirements under a chemical or biological attack should also be made a priority. The CNO s Deputy Chief of Naval Operations (Logistics) (N4), and the Naval Facilities Engineering Command (NAVFAC) should continue to assess biological and chemical threats to their logistics chain and take action to defend essential support as well as to mitigate the consequences in case of an attack. [Pg.63]
