In Japan the Minister of Health declared a list of welfare equipment for rental and equipment which could prevent the need of care service, as can be seen in Table 2. 

In comparing Table 3 with Table 2, the welfare equipment items offered to senior citizens in Korea are different from those offered in Japan. In Japan s case, there is a small number of purchasable items and a greater number of items available for rental services. Another difference is that there is a focus on providing component parts. 

But in the case of Korea, more than half the items are purchasable. This increases the burden put on the consumer. Also Korea s welfare equipments are more passive meaning that there are hardly any items with electric controllers. Only two such items exist like the electric wheelchair and the electric bed. 

It is the duty of employers, as far as is reasonably practicable, to safeguard the health, safety and welfare of the people who work for them and others who may be affected. This applies in particular to the provision and maintenance of safe plant and equipment and methods of work, and covers all plant, equipment and substances used. There has been considerable demand for a wider choice of service lives for properties, and the widespread revision and reinterpretation of the national income-tax laws in 1954, 1962, 1971, 1981, and 1986 met part of this demand. One final and very important consideration in relation to personal hygiene concerns the employee s duty to look after himself/herself and others. The mere provision of protective equipment will serve no beneficial purpose if the employee does not make proper use of, and help to ensure proper maintenance of, that equipment. A respirator which is not worn provides no protection rules which are not obeyed are useless. In consequence, legislation in some countries includes not only a duty on the employer to provide a safe working environment and protective equipment, but also a duty on the employee to make full and proper use of all measures provided and to advise his/her employer of any defects he or she discovers. Active participation by the employee in ensuring his or her own welfare is every bit as inqxntant as the protective measiues afforded by the company.
