The creation by the Federal Communications Commission (FCC) of new property rights for personal communication services (PCS) is instructional. The new PCS services are thought by investors to be so valuable that their bids for electromagnetic spectrum rights include payments to buy out the current users of that portion of the spectrum and set them up with equivalent personal communications services (Andrews 1992). 

Electromagnetic Compatibility (EMC). In-house and site testing services are available for EMC. The Spectrum Control, Inc is equipped for testing to MIL-STD-461, MIL-I-6iSI and similar RFI (Radio Frequency Interference) specs and also performs testing in accordance with.FCC (Federal Communications Commission) and HEW (Health, Education Welfare) requirements. The personnel are familiar with RADHAZ (Radiation Hazard) filter design and measurement problems... 

The Federal Communications Commission in the United States regulates microwave usage, and the frequencies for heating are designated by the International Telecommunications Union (ITU). The allowed frequencies most commonly used in the United States are 915 MHz and 2.45 GHz. 

Much of the information in this section is taken from Reference 4. Standards play such a dominant role in everyday activities that one tends to forget that they exist. One may use a radio alarm clock, the accuracy of which is expressed through the use of standards traceable to the National Bureau of Standards (NBS). By international agreement, the time is referenced to the zero time meridian in Greenwich, outside of London. The radio operates on a frequency assigned by the Federal Communications Commission. 

Alexander Graham Bell s first phone call to his assistant in the next room was made on March 10, 1876. By 1920, 35 percent of U.S. households had telephones. Household access is now nearly universal. The Federal Communications Commission (2003) reports 97.6 percent of U.S. households had a landline telephone in the year 2000 (see Fig. 3-4).

Dielectric heating systems utilize a wide range of frequencies, from 3 MHz to more than 150 MHz. Many of these are not confined to the ISM bands and may vary in frequency to improve the efficiency of heating. In doing so, however, they must be properly shielded and filtered to comply with Part 18, Subpart D, of the Federal Communications Commission rules and regulations, to prevent out-of-band radiation leakage. 

IN GENERAL— Not later than 180 days after the date of enactment of this Act, the Attorney General, in consultation with the Chair of the Equal Employment Opportunity Commission, the Secretary of Transportation, the Chair of the Architectural and Transportation Barriers Compliance Board, and the Chairman of the Federal Communications Commission, shall develop a plan to assist entities covered under this Act, and other Federal agencies, in understanding the responsibility of such entities and agencies under this Act. 

D) TITLE IV— The Chairman of the Federal Communications Commission, in coordination with the Attorney General, shall implement such plan for assistance for title IV. 

A mobile telephone (cell phone) is defined in this case as a mobile commrmication device defined by the Federal Communications Commission (FCC) as a cellular phone. It does not include two-way or citizen band radios. However, it does include push-to-talk phones as these devices are classified as cell phones by the FCC and they require the driver to hold it while it is in operation. 

In cooperation with the Federal Communication Commission (ECC) Emergency Alert System, NOAA Weather Radio (NWR) serves as a network of radio stations that broadcast continuous weather information direct from NWS offices. The NWR network consists of 850 transmitters that cover all 50 states, adjacent coastal waters, Puerto Rico, the US Virgin Islands, and the US Pacific Territories.
