Nuclear Materials. The United States has deployed sensors both nationwide and overseas for the detection of nuclear materials. Although the presence of highly enriched uranium (an indication of a functional or potential nuclear weapon) would present the greatest threat, currently deployed sensors are unable to detect this material because of its low radioactivity. Recognizing that nuclear materials are widely available and the terrorists interests in radiological and nuclear devices, the United States Congress appropriated 300 million to the Department of Homeland Security to install radiation detectors at U.S. borders. Through 2005, DHS had installed 470 radiation portal monitors throughout the country including mail facilities and land and sea entries into the United States. For the United States of America, 9/11 was a slap in the face, a punch in the gut (actually, the ultimate sucker punch), and a most serious wake-up call. The 9/11 wake-up call generated several reactions on our part—obviously, protecting ourselves from further attack became (and hopefully still is) priority number one. In light of this important need (i.e., the survival of our way of life), the Department of Homeland Security was created. According to Barack Obama (2007), the Department of Homeland Security does the work that ensures no other family members have to lose a loved one to a terrorist who turns a plane into a missile, a terrorist who straps a bomb around her waist and climbs aboard a bus, a terrorist who figures out how to set off a dirty bomb in one of our cities. ... [Pg.42]

The drill was an effort to follow up on weaknesses in federal emergency response plans identihed in a simulated pneumonic plague bioterrorism attack. That exercise, called Top Off 2, was organized by the Department of Homeland Security and involved 8000 local, state, and federal officials. It simulated a pneumonic plague attack on Chicago (and a radiological attack on Seattle) [219]. [Pg.1628]

The TSA was created in response to 911 through the Aviation and Transportation Security Act in November of 2001. Originally the administration was under the United States Department of Transportation, but was moved to the Department of Homeland Security in March of 2003. The administration oversees security for all modes of transportation systems, pipelines, and ports. The bulk of the TSA s efforts, however, are in aviation security. The TSA issues and administers the Transportation Security Regulations (TSRs), which are codified in Title 49 CFR, Chapter XII, Parts 1500 through 1699. [Pg.642]
