Training to Employees

While all employees are entitled to know as much as possible about the safety and health hazards to which they are exposed, and employers should attempt to provide all relevant information and instruction to all employees, the resources for such an effort frequently are not, or are not believed to be, available. Thus, employers are often faced with the problem of deciding who is in the greatest need of information and instruction. 

One way to differentiate between employees who have priority needs for training and those who do not is to identify employee populations that are at higher levels of risk. The nature of the work will provide an indication that such groups should receive priority for information on occupational safety and health risks.

CFR1910.134(k) 4.4 Respirators. The employer shall provide effective training to employees who are required to use respirators. The training must be comprehensive, imderstandable, and recur annually and more often if necessary.

Employers must develop a written hazard communication program, and provide information and training to employees about the hazards of chemicals found in the workplace. 

Under HSW, employers are required to provide suitable training to employees and this extends to include training in the various manual handling techniques - see Section 15.2. 

Providing proper training to employees exposed to fall hazards... 

Management will make every effort to provide adequate safety training to employees prior to allowing an employee to begin work. Employees in doubt about how to do a job or task safely are required to ask a qualified person for assistance. Employees must report all injuries and unsafe conditions to management as soon as possible so that corrective measures can be taken to prevent future accidents. 

Frequency. Employers shall provide such information and training to employees at the time of initial assignment, and whenever a new exposure to formaldehyde is introduced into the work area. The training shall be repeated at least annually. 

Use qualified employees to train other employees on safety matters— for example, rules and procedures. This technique can be effective and can improve your ongoing training efforts. Many companies have seen excellent results from delegating responsibility for training to employees. For more information on safety training, refer to Chapter 14 [7]. 

Employers are responsible for the development of a written hazard communication program, a hazardous chemical inventory list, and associated material safety data sheets. This written program should be designed so that it is given to the new employee upon initial assignment. The materials should be site specific, readily accessible by plant personnel, and include an evergreen feature that will keep it up to date. Employers are also required to provide training to employees...

Provide required remedial training to employees with HOS-performance issues that can be addressed by enhancing their knowledge and skills.
