The training program

The workers who believe that they will not use the training can have a tendency to detract from the training program.

The audit includes a review of the process safety information, inspection of the physical facilities, and interviews with all levels of plant personnel. Using the procedures and checklist, the team systematically analyzes compliance with the PSM Rule and any other relevant corporate policies. The training program is reviewed for adequacy of content, frequency and effectiveness of training. Interviews determine employee knowledge and awareness ofthe safety procedures, duties, rules, and emergency response assignments. The team identifies deficiencies in the application of safety and health policies, procedures, and work authorization practices to determine live actions. 

In general, little use is made in the process industry of more sophisticated approaches such as job and task analysis (see Chapter 4) to define the mental and physical skills required for specific types of work, and to tailor the training program accordingly. Instead, informal on-the-job training is common, even in more complex types of work such as control room tasks. Although the necessary skills will eventually be acquired by this process, its inefficiency... 

Definition of competence assessment methods. The definition of formal methods of assessing competence is a neglected area in many training programs. It is obviously necessary to ensure that trainees possess the necessary skills to do the job at the end of the training program. 

This phase will proceed in parallel to some of the earlier phases. In addition to laimching the system, and raising the general level of awareness at all levels of the organization regarding the importance of human performance, the training program will provide the specific skills necessary to operate the system. 

I As you develop your network of tasks, you will quickly realize that not only are tasks within one priority area interrelated, but there are also relationships with other priority areas. These relationships will determine the order in which some tasks are completed and the resources you need to apply to complete them by a given date. For example, the team will need to develop programs and elements before they develop the contents of a training program, yet the training program itself may be a vital part of the process for developing individual responsibilities for that content. 

Media personnel, such as print and broadcast reporters, editors, etc., must also be involved in the training program, since it is important tliat tlie public receive accurate information. If incorrect or distorted information about an emergency is disseminated, panic c ui easily result. For tliis reason, it is important for print and broadcast joiinialists to be somewhat knowledgeable about tlie potential hazards and the details of emergency responses. 

As you will remember from our conclusions in Chapter 3, virtually all companies that contributed case studies to our book incorporated expectation management into their training sessions. If you want to ensure that your program nms as planned, then keeping with this tradition is of great importance. It is also vital to have sufficient time in the training program for this issue. 

The departmental managers are responsible for developing and maintaining the training program. The quality assurance manager is responsible for SOP compliance. 

Identify All Training Programs/Personnel to be Trained Figure 8 provides a sample list of personnel who need to be trained and the training programs they need to work effectively and efficiently at a pharmaceutical manufacturing facility you will want to add to the list. 

A qualification pathway should include all of the training programs necessary to qualify employees in job functions. A sample personal qualification pathway for a compression technician is shown in Figure 9. 

In addition, the training program materials, including trainee guides and assessment instruments, should be readily accessible—either electronically or in a paper-based filing system. 

The training program also includes a provision for timely feedback of new measurements of exposure levels, with additional control information where needed. 

The Mazatec curanderos believe that the hallucinogenic trance induced by Salvia divinorum allows them to travel to heaven and learn from God or the Saints. For this purpose, the herb is used to train new curanderos. Because Salvia is considered a weaker hallucinogen than morning glory seeds or mushrooms, it is usually the first of these three hallucinogens to be employed in the training program. 

In many cases method development chemists hold advanced degrees and possess years of laboratory experience. Their cGMP training is often limited, however, and thus inadequate for performing validation. The training program, therefore, must emphasize regulatory compliance, especially in notebook documentation skills. 

Several Important training variables are known to Influence the magnitude of the biochemical response. These Include the duration of the training program, the Intensity of the exercise effort, the duration of each exercise bout (mlnutes/day), and the frequency of exercise (l.e., days/week).
