Definition of competence assessment methods. The definition of formal methods of assessing competence is a neglected area in many training programs. It is obviously necessary to ensure that trainees possess the necessary skills to do the job at the end of the training program.

Once appropriate competence assessment methods are selected, remedial measures (e.g., training) should be developed for use in the event of inadequate staff competence levels. Following this, competence assessments should be undertaken using the approaches selected. 

Enhancement of faculty competence in both engineering skills and in teaching, learning, and assessment methods. 

Shifting the traditional view of assessment to a more learner-centered approach is a challenge because engineering faculty tend to rely on the same assessment methods that were used in their own engineering studies, for example, problem sets and written exams. Support for enhancing faculty competence in assessment methods is described in Chap. 8. 

Assessment methods include, first and foremost, evidence of prior learning. It is an important principle of competency-based learning that a person does not have to be endlessly reassessed on the same competencies. 

The next step involves selecting appropriate methods for assessing each competency identified. Wright et al. (2003) provided a guide for the most appropriate assessment methods to use for each competency type. An overview of this is presented in Table 2.4. 

The following example is taken from an analysis of the competencies required for a Control Engineer in our example domain. Based on observational study and interviews with subject matters experts, hierarchical task analysis of the Control Engineer job was conducted (see Figure 2.8). The HTA was then decomposed into the KSAs required for each role. Extracts of the KSAs required for each task and a recommendation on the assessment methods to use during competence assessments are presented in Table 2.5 and Table 2.6.
