The Partnership

This tool, the GreenScreen [21], is a screening method for chemicals that is designed to facilitate the movement of society and industry towards safer chemicals. The screen accomplishes this goal by focusing on hazard reduction and identifying chemicals that are less hazardous to human health and the environment.

There is basically one goal for the partnership, with possible side benefits. The goal is to save money. When all the dust settles, that is it. However, there are associated benefits, the best of which is to minimize or even do away with adversarial relationships. It may be wishful thinking to believe that these will be completely eliminated. A related, but very important, benefit is to build trust between the parties. This is necessary to achieve the goal.

The partnership and sole proprietor types of organization are suitable for businesses while they remain small and can be managed and financed by the owners, but as expansion takes place and the business demands more capital, then the ability of relatively small numbers of proprietors to provide additional capital from their own resources becomes increasingly difficult. In the search for additional funds recourse may be had to a variety of institutions such as banks and the specialist companies which have been set up, often by the banks themselves in conjunction with insurance companies and merchant banks, to cater for this need. 

Serious research in catalytic reduction of automotive exhaust was begun in 1949 by Eugene Houdry, who developed mufflers for fork lift trucks used in confined spaces such as mines and warehouses (18). One of the supports used was the monolith—porcelain rods covered with films of alumina, on which platinum was deposited. California enacted laws in 1959 and 1960 on air quality and motor vehicle emission standards, which would be operative when at least two devices were developed that could meet the requirements. This gave the impetus for a greater effort in automotive catalysis research (19). Catalyst developments and fleet tests involved the partnership of catalyst manufacturers and muffler manufacturers. Three of these teams were certified by the California Motor Vehicle Pollution Control Board in 1964-65 American Cyanamid and Walker, W. R. Grace and Norris-Thermador, and Universal Oil Products and Arvin. At the same time, Detroit announced that engine modifications by lean carburation and secondary air injection enabled them to meet the California standard without the use of catalysts. This then delayed the use of catalysts in automobiles. 

Under the Clinton administration, the FCCSET Committee has become the National Science and Technology Committee (NSTC). The AMPP no longer exists as a stand-alone initiative, but its components have been folded into specific programs such as the Partnership for a New Generation of Vehicles (the clean car initiative). 

Materials chemistry proposals were jointly reviewed and split-funded, and in 1987 and 1988, 33 cooperative research projects were initiated. In 1989, the partnership was expanded to include the Division of Chemical and Thermal Systems (NSFs home for chemical engineering), and the program was renamed Materials Chemistry and Chemical Processing (MCCP). In 1989, 1990, and 1991, each of the three participating NSF divisions invested about three-quarters of a million dollars in additional... 

In the field of in-process analysis, analytical NMR applications also constitute a growth area - and also in relation to additives. This stems from the fact that the method makes it possible to use chemical analytical data in polymer quality control. Robust tools for hostile chemical plant environments are now available. The field of process analytical chemistry has been pushed to the forefront of the partnership between industry and academia. 

Fortunately, Houston was out of town enough to provide Phillips with enough time to search his files for a way to void the partnership. Freedom CAR is a long-term research program aimed at developing a fuel cell operating system for tomorrow s cars and trucks. It looks to fundamental research and development. Freedom CAR replaces and greatly improves upon the Partnership for a New Generation of Vehicle program.

Canada s Hydrogen and Fuel Cell R D Program is managed by the partnership between NRCan s CANMET Energy Technology Centre with other federal government departments, including the National Research Council and the Department of National Defence. 

In the transportation area, the Low Carbon Vehicle (LCV) Partnership has been established to promote the shift to low carbon vehicles and fuels in the UK. Hybrid vehicles feature highly in the Partnership s strategy and the linkto fuel cell vehicles is clear. Fuel Cells UK will, as a matter of priority, establish a dialogue with the LCV Partnership and, through this, the UK-based automotive sector (including bus, van and carmakers, key component suppliers and designers/developers), the fuel cell sector, and international OEMs to determine initiatives for deploying fuel cell vehicles in the UK. 

As Atkisson, and colleagues have pointed out (1996), research subjects are best seen as active collaborators in the research process. The relationship between investigator and research participant is most respectful when it is structured as a collaborative partnership. This stance requires that participants be fully informed about the risks and benefits of the study, that they understand that the partnership is voluntary, and that they can discontinue participation at any time.

In many, if not most, groups currently engaged in experimental studies of RIs, electronic structure calculations play an important role and theoretical chemists continue to find RIs fascinating subjects for computational studies. The partnership between electronic structure calculations and experiments in the study of RIs is the subject of this chapter. 

Few areas of research illustrate the partnership between calculations and experiments as well as the investigation of the chemistry of phenyinitrene and why its chemistry is very different from that of phenyicarbene and phenyiphosphinidene. This topic has been the subject of two recent reviews, and it is also discussed by Platz in Chapter 11 of this volume. Therefore, only a very brief description will be given here of the synergy between the experiments done in Platz s lab and the calculations performed in our lab.
