The operating organization

In an industrial organization the choice is between centralization in corporate or company headquarters and decentralization to the operating organizations or individual plans. The usual organization is a combinadon of headquarters centralization and company decentralization. [Pg.431]

Customers may have specific requirements that apply to the contract acquisition processes, such as limitation on profit, special quotation forms, validity of quotation, etc. VDA 6.1, for example, has a requirement for the marketing function to be incorporated into the operational organization. [Pg.230]

Conversely, and as indicated in Figs. 11 and 13, the joint effort with the operating organization (planning and process design) unavoidably overlaps the actual development of the process, sometimes to a great extent e.g., if an early decision is made to build a new plant or substantially alter an existing plant, the downstream work can-... [Pg.67]

Over the plant s operating lifetime, the operating organization should examine SSCs for possible deterioration so as to determine whether they are acceptable for continued safe operation or whether remedial measures should be taken. Emphasis should be placed on examination of the pressure boundaries of the primary and secondary coolant systems, because of their importance to safety and the potentially severe consequences of their failure. [Pg.5]

The operating organization should ensure that MS I for SSCs important to safety are of such a standard and frequency as to ensure that the level of reliability and functionality of the SSCs remains in accordance with the design assumptions and intent throughout the plant s operating lifetime. [Pg.7]

The operating organization should ensure that an effective organization is established for MS l, which should perform all the administrative, technical and supervisory functions necessary in mobilizing and supervising on-site and off-site MS l resources. The management at the plant is required to remain responsible for all tasks undertaken on its behalf [1]. [Pg.8]

Eor all MS I activities, a good interface control system should be in place. There should be a clear understanding of the division of responsibilities between all organizational units participating in MS I activities (see also paras 5.23-5.26). In particular, the interface between the operating organization and contractors should be... [Pg.9]

Following any abnormal event, the operating organization is required to revalidate the safety functions and the structural and functional integrity of any SSCs that may have been challenged by the event. Necessary corrective actions are required to include maintenance, surveillance and in-service inspection, as appropriate [1]. [Pg.11]

Independent verification that the MS l programme is being impl ented in compliance with the requironents for quality assurance should be carried out by persons from the operating organization who are not directly involved in these activities. For further guidance on provisions for quality assurance, see the relevant Safety Guides in Ref [2]. [Pg.13]

Activities for MS I should be planned in the context of the overall management of the plant. It is usual practice for the management of the operating organization to establish a planning team to co-ordinate all MS I activities. [Pg.13]

Training and qualification of personnel should be integrated into a relevant programme at the plant. Training and quahfication should be based on an approved and documented process which is traceable. These recommendations apply both to the permanent staff of the plant and to temporary employees (such as contractor personnel and off-site personnel of the operating organization). [Pg.16]

The operating organization should develop procedures for all MS I tasks. These procedures should be prepared, reviewed, vahdated, issued and modified in accordance with established administrative procedures. [Pg.18]

The operating organization should ensure that the results of MS I are evaluated in order to verify compliance with the acceptance criteria. [Pg.27]

Actions by plant operating personnel, if required, to compensate for the deviation and to maintain the plant within the limits and conditions for normal operation. For multichannel systems, this may involve placing the failed component or channel in a fail-safe state until repairs and testing have been completed. Notification of management at the appropriate level of the operating organization. [Pg.28]

Structures, systems and components important to safety should be included in the preventive maintenance programme. The operating organization should review the programme as appropriate in order to ensure that items important to safety have been properly identified and classified, and that the applicable requirements of the... [Pg.33]

The operating organization should provide suitable workshop facilities with sufficient space and equipment to carry out maintenance effectively. The availabihty and intended use of off-site facihties and the need to deal with radioactive plant items should be taken into account. On-site workshops should be provided for mechanical, electrical, conhol and instrumentation equipment. [Pg.35]

The operating organization should provide faciUties for removing radioactive contamination from plant items, tools and eqnipment prior to their maintenance or any other disposition. Such faciUties should include the following features ... [Pg.37]
